The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and issue a delivery order (DO) modification under Bell Boeing Basic Ordering Agreement (BOA) N00019-22-G-0002 to the Bell Boeing Joint Program Office, 401 Tiltrotor Dr, Amarillo, TX 79111 on a sole source basis to provide an update to ECP V-22-1216R1 for performing engineering, technical, and integration analysis of engineering builds from RTX and additional TIMs. This will be contracted as a modification to the GPS M- Code Follow On DO, N0001921F0805 issued under the existing BOA. The planned award date is June 2025.
This action is being pursued on a sole source basis to the Bell Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C.3204(a)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.
Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
