Towing Services for City of Ypsilanti Police Department

Submission Instructions
Bidders must submit one (1) original and two (2) copies of their proposals to:
Ypsilanti City Clerk Attn: Towing Bid One South Huron Street Ypsilanti, MI 48197
A bid opening will occur immediately following the submission deadline in the
Ypsilanti City Council Chambers. All proposals must include the full RFP document,
requested attachments, and any amendments issued. Late bids will not be
considered unless waived by the City Council.

I. Proposal Definitions
City of Ypsilanti: Refers to the City of Ypsilanti and/or the Ypsilanti Police
Department.
Bidder: An individual or business submitting a bid.
Contractor: An entity contracted to perform work or provide materials.
Purpose of Proposal
The City of Ypsilanti seeks proposals for towing services to support requests
generated by the Ypsilanti Police Department.
Proposal Terms
The City reserves the right to reject any and all bids, waive informalities, and
negotiate terms of any bid deemed in the best interest of the City.
Proposals must be signed by an authorized representative and remain
binding for at least 60 days.
Any revisions to the RFP will be communicated through addenda. Adjusted
submission deadlines may apply.
Proposals should be clear, concise, and free of erasures. Mistakes must be
crossed out and initialed.
Contractors must not be in default to the City and must pay administrative
fees to the Police Department prior to bid submission.
By submitting a bid, the Bidder agrees to the terms of the City's standard contract
addendum (attached as Exhibit 1) if awarded the contract.
II. Contractor Information
Proposals must include the following information to avoid disqualification:
1. Business Information:
o Total years in business and towing under the bid name. (Attach as
Addenda A)
2. Employee Information:
o Names, employment duration, training relevant to towing, and office
addresses for employees. Include driver's license information and
records. (Attach as Addenda B)
3. Service Availability:
o Detail ability to provide 24/7 service. (Attach as Addenda C)
4. Primary Service Point:
o Location, hours of operation, storage information, and truck details.

5. References:
o Five references for similar services provided. Include company name,
contact, and phone number. (Attach as Addenda E)
III. Towing Specifications
Contractors must be legally established and registered in Washtenaw
County. (Attach supporting documents as Addenda F)
Contractors must own or have an exclusive lease for a compliant storage
area. (Attach supporting documents as Addenda G)
If owning multiple companies, specify which trucks will be certified. Include
truck details and compliance documentation. (Attach as Addenda H)
Companies must operate within three miles of Ypsilanti.
IV. Bid Points
Bid scoring will account for various factors, including:
Rate Points: Adjustments based on pricing relative to the normal range of
$85.00 to $90.00.
Location Points: Points awarded for business proximity and accessibility.
Equipment Points: Additional trucks and compliance with equipment
specifications.
License Points: Compliance with licensing and vehicle condition.
Cleanliness Points: Professional appearance of personnel and vehicles.
Personnel Points: Provision of medical insurance to employees.
V. Contract Provisions
If awarded, the Contractor must adhere to the following:
1. Definitions: Clarifications on terms such as "Police Agency," "Towing
Company," and "Road Service."
2. Storage and Equipment: Secure storage requirements and inspection rights.
3. Service Response: Timeliness and dispatch obligations.
4. Compliance: Adherence to safety laws and documentation.
5. Records: Maintenance of accurate records for inspections and monthly
reporting.
VI. Compensation
Contractor compensation details will include:
Basic service charge parameters and additional service fees.
Specifics regarding vehicle storage and additional charges.
Conditions under which certain charges may be waived.
VII. Indemnification and Insurance
The Contractor must indemnify the City and maintain specified insurance coverage,
including:
Worker's Compensation
General Liability
Garage Keepers' Liability
Automobile Liability
Certificates of insurance must be provided prior to contract execution.
VIII. General Terms
Award: The Ypsilanti Police Department reserves the right to reject any bids
and will consider various factors for the final decision.
Term of Contract: The initial term is three years, with possible extensions.
Inspection of Facilities: The City reserves the right to inspect bidders'
premises prior to award.
