SECTION TWO: SCOPE OF WORK
2.1 Overview
The City has established the overall purpose and program framework for Built to Grow.
Proposers are expected to leverage their expertise to develop the curriculum, coaching model,
participant materials, and implementation approach in alignment with the program goals and
desired outcomes outlined in this RFP.
The selected Program Partner will collaborate with the City's Business Development Division to
plan and deliver Built to Grow for a cohort of approximately five (5) to ten (10) licensed general
contractors. The Program Partner shall provide technical assistance through individualized
business assessments, customized Business Growth Plans, educational workshops, virtual
cohort learning sessions, individualized business coaching, and connections to strategic
business resources.
The Scope of Work described in this section represents the City's minimum requirements.
Proposers are encouraged to recommend additional strategies, tools, or best practices that
enhance participant engagement, strengthen program outcomes, and support the overall goals
of Built to Grow.

2.2 Program Goals and Desired Outcomes
The overall goal of Built to Grow is to strengthen the capacity and competitiveness of
participating licensed general contractors through targeted business development services that
build organizational capacity, enhance business readiness, and support long-term business
growth and sustainability. To achieve this goal, the Program Partner shall design and deliver
services that contribute to the following program goals and desired outcomes:
Goal 1: Strengthen Business Operations and Organizational Capacity
Desired Outcomes:
Participants complete a Business Assessment to identify business strengths, challenges,
and growth opportunities.
Participants develop an individualized Business Growth Plan with measurable business
goals.
Participants demonstrate measurable progress toward implementing the strategies and
action items identified in their Business Growth Plans.
Goal 2: Increase Business Knowledge, Skills, and Readiness
Desired Outcomes:
Participants strengthen their knowledge of business management and construction
industry best practices.
Participants gain practical tools and resources to strengthen business operations and
support long-term growth.
Participants improve their readiness to pursue future construction opportunities.
Goal 3: Expand Access to Strategic Partnerships and Business Support Services
Desired Outcomes:
Participants are connected with strategic partners and business support services to
establish relationships and strengthen their long-term business success.
Participants increase awareness of financing, bonding, workforce development, and
other business support services available to construction businesses.
Build peer connections that encourage collaboration and knowledge sharing.
2.3 Program Participants and Timeline
Program Participants
The City anticipates selecting approximately five (5) to ten (10) licensed general contractors to
participate in the Program. Eligible participants should hold an active North Carolina General
Contractor license and have been in business for a minimum of three (3) years. The Program is
intended for contractors seeking to strengthen their business operations, build capacity, and
position their businesses to pursue larger public contracting opportunities.
The City will recruit and select program participants. Proposers should develop a Program that
is appropriate for the intended participant audience and include strategies to support
participant engagement and retention throughout the Program. Proposals should also include
a post-program monitoring component of up to twelve (12) months to monitor participant
outcomes following program completion as described in Section 2.7.
Program Duration
The City anticipates launching Built to Grow in January 2027. Built to Grow is anticipated to be
completed over a six (6) month period or longer. Proposers may recommend a Program
duration based on their experience and proposed methodology. Recommendations should
clearly explain how the proposed timeframe supports the Program's goals and desired
outcomes.
The actual contract term and schedule will be established during contract negotiations and may
be adjusted to the City's discretion.
2.4 Program Design & Planning
The selected Program Partner shall collaborate with the City of Greenville's Business
Development Division to plan and prepare for the successful implementation of Built to Grow.
The Program Partner shall develop a structured approach that aligns with the goals of the
initiative and incorporates industry best practices in contractor and small business
development.
At a minimum, the Program Partner shall:
Meet with City staff to review program goals, project timelines, roles and
responsibilities, and program expectations.
Develop a Program Implementation Plan outlining the proposed approach, key
milestones, and anticipated schedule for program delivery.
Design a program curriculum that supports the goals of Built to Grow.
Develop participant materials and other resources necessary to support program
implementation.
Establish a process for conducting Business Assessments and developing individualized
Business Growth Plans.
Coordinate with the City regarding program logistics, communications, and participant
engagement.
Participate in planning meetings with City staff throughout the implementation of the
program.
2.5 Business Assessments & Business Growth Plans
The Program Partner shall conduct individualized Business Assessments for each participating
contractor to identify business strengths, operational challenges, growth opportunities, and
technical assistance needs. Information gathered through the assessment process shall be used
to develop an individualized Business Growth Plan that serves as the roadmap for technical
assistance and participant progress throughout the program.
At a minimum, the Program Partner shall:
Conduct a Business Assessment for each participating contractor.
Develop an individualized Business Growth Plan that identifies business goals,
recommended action steps, and measurable objectives.
Review the Business Growth Plan with each participant and update the plan, as
appropriate, throughout the program to reflect participant progress and evolving
business needs.
Utilize the Business Assessment and Business Growth Plan to guide the delivery of
technical assistance and participant support throughout the program.
Maintain documentation that demonstrates participant progress toward identified goals
and program outcomes.
2.6 Program Services
The Program Partner shall deliver a contractor capacity building program that provides
participating contractors with technical assistance through educational workshops, virtual
cohort learning sessions, individualized business coaching, and access to business resources
designed to strengthen business capacity and support long-term growth. Program services shall
be tailored to address the goals, priorities, and business needs identified through each
participant's Business Assessment and Business Growth Plan.
At a minimum, the Program Partner shall:
Design and facilitate educational workshops.
Facilitate virtual cohort learning sessions.
Provide individualized business coaching.
Connect participants with business resources and referral partners, as appropriate.
Foster participant engagement and peer learning.
Maintain regular communication with participants and the City.
Program Delivery Format
The City of Greenville prefers an in-person program delivery model that promotes participant
engagement, collaboration, and relationship building. However, the City recognizes that certain
program components may be effectively delivered through a virtual or hybrid format.
Proposers are encouraged to recommend an implementation approach that aligns with the
City's preferred program structure and leverages their expertise and best practices to achieve
the program's goals and desired outcomes.
At a minimum, the proposed program shall include:
A minimum of three (3) in-person workshops;
A minimum of three (3) virtual cohort learning sessions scheduled between the in-
person workshops;
Individualized business coaching delivered in person, virtually, or through a hybrid
approach, as appropriate; and
Participation in and support of a graduation event recognizing participants who
successfully complete the program.
2.7 Program Performance & Reporting
The Program Partner shall monitor participant progress and program performance throughout
the implementation of Built to Grow. The Program Partner shall maintain documentation that
demonstrates participant engagement, program activities, and progress toward achieving the
program goals and desired outcomes.
In addition, the Program Partner shall include a post-program monitoring component designed
to evaluate participant outcomes following completion of the Program. The City anticipates a
monitoring period of up to twelve (12) months; however, proposers may recommend a shorter
monitoring period if supported by their proposed methodology and experience. Proposals shall
describe the proposed monitoring approach, including the duration, frequency of follow-up,
methods of engagement, and performance measures.
At a minimum, the Program Partner shall:
Monitor participant attendance, engagement, and progress throughout the program.
Maintain documentation of participant participation, completed program activities, and
progress toward the goals identified in each participant's Business Growth Plan.
Conduct post-program monitoring in accordance with the approved methodology and
document participant outcomes during the monitoring period.
Submit all reports and deliverables identified in Section 2.8.
