Project Description: Notice of Intent
Sole Source Procurement
This is not a solicitation for bids or proposals. This is a notice of intent to purchase a product without seeking competition.
Any responses received as a result of this Notice of Intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as proposals, bids, or quotes. The proposed contract action is for products or services for which the College intends to negotiate and award with only one source, as permitted under the authority of the Utah Procurement Code (U.S.C. § 63G-6a-802, as amended).
Product and/or service to be purchased: 6 X Servo Air HA Ventilators
Proposed Sole Source Supplier: Getinge USA Sales, LLC
Sole Source Justification:
Compatibility:
The requested Servo-air ventilators must be compatible with the Respiratory Therapy Program's existing Servo ventilator fleet and respiratory simulation equipment currently utilized in laboratory instruction and simulation-based education. The program currently teaches and evaluates students using Servo ventilators and associated simulation systems, including IngMar Medical Internal Simulated Lungs (ISL). The new Respiratory Care Laboratory is being designed around the continued use of the Servo platform.
The Respiratory Therapy Program currently utilizes Servo ventilators for laboratory instruction and simulation activities. Maintaining compatibility with existing equipment allows for standardized education, consistent clinical instruction, simplified faculty training, common operating procedures, and continuity of student learning experiences across courses and laboratory environments. Introducing a different ventilator platform would require students and faculty to learn multiple interfaces, workflows, alarm systems, and ventilation management strategies, reducing instructional efficiency and creating inconsistencies in competency evaluation.
Additionally, the new Servo-air ventilators will be integrated with the program's simulation equipment and IngMar Medical Internal Simulated Lung systems. The ventilators' advanced ventilation capabilities, adult and pediatric applications, and support for invasive ventilation, non-invasive ventilation, and High Flow Therapy allow students to experience realistic patient-ventilator interaction consistent with current clinical practice. Because the program is already invested in the Servo platform, maintaining compatibility is essential to maximizing the educational value of current equipment and resources.
Availability:
The Respiratory Therapy Program's primary responsibility is preparing graduates to enter the workforce with skills that align with employer expectations and regional healthcare practices. Hospitals within SLCC's service area use Servo ventilators as their primary ventilator platform, making student familiarity with Servo technology essential for successful clinical education and employment. Students benefit from learning ventilator operation, alarm management, monitoring, troubleshooting, and patient management using the same platform they will encounter in their clinical rotations and professional practice.
Furthermore, the program currently utilizes Servo ventilators in existing laboratory instruction. Acquiring Servo-air ventilators allows the new Respiratory Care Laboratory to maintain consistency across the curriculum while expanding instructional capacity. The ability to teach invasive ventilation, non-invasive ventilation, and high-flow therapy using a single ventilator platform enhances educational efficiency. It ensures students receive comprehensive training on equipment that mirrors current industry standards.
The Respiratory Therapy Program reviewed several critical care ventilator manufacturers and educational ventilation platforms, including Hamilton, Dräger, Puritan Bennett ventilators. While these manufacturers offer ventilators capable of providing mechanical ventilation, they do not satisfy the program's requirement for continuity with existing laboratory equipment and alignment with clinical partners throughout the region.
The Program currently utilizes Servo ventilators within its educational laboratories and simulation activities. Additionally, healthcare facilities throughout SLCC's service area predominantly utilize Servo ventilators as their primary ventilation platform. Selecting an alternative manufacturer would introduce unnecessary variability in equipment operation, alarm management, ventilator modes, and workflow. Students would spend valuable instructional time learning alternative interfaces rather than mastering the equipment most used in local hospitals.
Because Servo ventilators are proprietary products manufactured exclusively by Getinge, the requested equipment is only available directly from Getinge or its authorized representatives. No other manufacturer can provide a ventilator that utilizes the Servo operating platform, Servo user interface, Servo-specific ventilation modes and workflows, and seamless compatibility with the Program's existing Servo-based educational environment. Therefore, Getinge is the only source capable of meeting the Program's educational, operational, and workforce development requirements.
Transition Cost:
Transitioning to an alternative ventilator manufacturer would create high costs and inefficiencies that outweigh any potential savings. The Respiratory Therapy Program has already invested in faculty training time, curriculum development, laboratory exercises, competency assessments, simulation scenarios, and student instructional materials around the Servo platform. Adopting a different ventilator system would require redevelopment of instructional content, retraining of faculty, modification of laboratory exercises, and maintenance of multiple ventilator platforms within the program.
Additionally, hospitals throughout SLCC's service area utilize Servo ventilators as primary mechanical ventilation systems, making Servo proficiency an important workforce readiness objective for students. Maintaining a consistent Servo-based learning environment ensures students develop familiarity with the equipment, workflows, monitoring systems, and ventilation modes they are most likely to encounter during clinical rotations and future employment.
Because the Servo ventilator platform is proprietary and manufactured exclusively by Getinge, no other vendor can provide a ventilator that offers complete compatibility with the Program's existing Servo equipment, established curriculum, and workforce training objectives. The purchase of Servo-air ventilators therefore provides the most cost-effective solution, preserves previous program investments, supports student success, and avoids unnecessary transition costs while expanding the capabilities of the new Respiratory Care Laboratory.
Responses:
Interested and capable vendors may respond to the stated requirements and justification by email or electronic communication through U3P. Such communication should include a statement regarding their capability to provide the specified procurement item. Responses will be considered only if they include clear and convincing documentation that demonstrates the capability of meeting or exceeding the requirements stated herein. All responses received by the due date and time specified in the posting will be reviewed by the College. A determination not to complete this proposed action based on the responses to this notice is solely within the discretion of Salt Lake Community College Purchasing Services.
