SUBJECT:
Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the C-130J Radio Control Set.
ITEM DESCRIPTION:
The Radio Control Set is a control panel component of the TCN-550 TACAN system. The TCN-550 TACAN system is a short-range, omni-bearing, distance-measuring navigation system. The control panel is located on the flight station center console and is used to provide channel and mode selection for R/T operation.
IMPEDIMENT TO COMPETITION:
The original component manufacturer for this item is Rockwell Collins dba Collins Aerospace (CAGE Code: 13499), which was developed specifically for the C-130J aircraft. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Rockwell Collins dba Collins Aerospace is the only known source with adequate knowledge of the Radio Control Set performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment.
INTEREST:
The DLA/AWB Contracting Office intends to award a sole source contract to Rockwell Collins dba Collins Aerospace for the purchase of Radio Control Set in support of the C-130J aircraft program. Other interested parties may identify their interest and capability to respond to the requirement no later than (3 April 2026) by emailing Kiem Tarpley (kiem.tarpley@us.af.mil) and Vanessa Moes (vanessa.moes.1@us.af.mil) The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
