The Piqua Municipal Power System is seeking Statements of Qualifications from
qualified engineering firms to provide professional engineering services for the design,
construction document preparation, and construction management of a new 69 kVto
13.2 kV distribution substation.
Background
Piqua Municipal Power System is a municipal electric utility sen/ing the City of Piqua,
Ohio. The utility owns, operates, and maintains an electric distribution system that
serves approximately 9,800 customers utilizing 69 kV transmission assets, 13.2 kV
distribution circuits, 3 substations, and 2 gas peaking units. Piqua Municipal Power
System purchases wholesale power through American Municipal Power (AMP).
Project Scope
The Piqua Municipal Power System is planning to construct a new 69 kV to 13.2 kV
distribution substation on State Route 66 on the North side of its territory. The new
substation will be served by up to a 25 MVA transformer stepping down from 69 kV to
13.2 kVto supply several distribution circuits.
Concurrent with this project, AMP Transmission (AMP-T) is designing and constructing
a new 69 kV switching yard and relay house at the same location to eliminate an
existing three-way switch. The Piqua distribution substation will be designed alongside
the AMP-T project; however, the City's construction timetine will differ. The selected
engineering firm will be expected to coordinate with AMP-T's engineer of record on site
layout, shared control house space, and the interface between the 69 kV switching yard
and the City's distribution facilities.
The anticipated scope of professional services includes:
Phase 1 - Design and Engineering
* Geotechnical, survey, and environmental services as needed
* Civil engineering and site design for the distribution substation
* Electrical design of the new distribution substation, including equipment
specification and layout
* Design of distribution circuits entering and leaving the substation

* Protection and relaying scheme design and coordination with the existing 69 kV
system and AMP-T facilities
* SCADA and communication system design and integration with the City's
existing systems
* Coordination with AMP-T's engineer of record on shared control house layout,
site arrangement, and construction sequencing
* Evaluation of fiber optic infrastructure and connectivity requirements, including
coordination with existing City fiber assets and AMP-T communication facilities
Phase 2 - Construction Documents, Bidding, and Construction Management
* Development of construction bid documents, specifications, and engineer's cost
estimate
* Assistance with the bidding process, bid evaluation, and contractor
recommendation
* Construction management, inspection, and oversight through project completion
* Commissioning support and coordination through initial energization
The selected firm will work closely with Piqua Municipal Power System staff and AMP-
T's engineer of record through design, construction, and commissioning of the new
; substation and associated infrastructure.
Submittal Requirements
Qualification Statements should clearly and concisely address the following:
* Firm name with a brief overview and history of the firm.
* Experience in the engineering, planning, design, and construction management
of electric distribution substations, with emphasis on projects for municipal
utilities or public power entities.
* Location of the office where the work will be performed.
* Qualifications, experience, and availability of key personnel that will be directly
assigned to this project, including identification of backup personnel.
* A minimum of three (3) recent projects of similar scope and magnitude, including
1 client contact information for each reference.
' * A narrative description, no more than three (3) pages, describing the firm's
understanding of and approach to this project, including how the firm will
coordinate with AMP-T's engineer of record.
* Any other pertinent information the firm may wish to provide.

Rating Criteria
Submissions will be evaluated by a selection committee consisting of Piqua Municipal
Power System representatives using the following criteria:

The Piqua Municipal Power System reserves the right to shortlist firms and conduct
interviews with the highest-ranked respondents. The top-ranked firm(s) will be invited to
submit a detailed proposal and negotiate a professional services agreement. The City
also reserves the right to reject any or all submittals and to cancel this RFQ at any time
without obligation.

June 2, 2026 at 2:00 p.m. EST. Please submit one hard copy OR one electronic copy
on a USB stick (PDF format) in a sealed envelope to:
