The University of Mississippi
Request for Proposals
Parking Management System
RFP # 830
OVERVIEW
The University of Mississippi (UM) seeks an integrated parking management system. There are seven
main areas we wish to address: Permit (Annual, Virtual, Time Limited, and Daily Visitor), Citations, Short
Term Parking (Pay Stations and Mobile Payment), Point of Sale, Mobile Parking Enforcement (License
Plate Recognition and Enforcement Devices - we utilize a hybrid model of LPR and physical permit/decal
enforcement), and Occupancy/Utilization Data Collection.
The Department of Parking and Transportation is an independent department that falls under the
Division of Administration and Finance. The department split from the University Police Department in
2012. The department includes 29 staff members and has a current operating budget of $7,300,000 that
supports parking, shared transit services, and debt service. The auxiliary budget is primarily supported
by permit and citation revenue.
The Department provides service to University students, faculty and staff, Monday through Friday from
7:30 am to 4:30 pm. The department manages approximately 16,000 parking spaces within four parking
structures (4,500 spaces) and various surface lots. Currently, these spaces are divided into various zones.
There are currently four short term surface parking lots that utilize a mix of three (3) T2 LUKE II pay
stations, T2 Mobile Pay, and the Passport Mobile Pay App. Additionally, there are currently four other
short term surface parking lots that only use T2 Mobile Pay and the Passport Mobile Pay App.
The department is currently using T2 Systems for parking management. The department transitioned to
a cashless operation in 2022. This includes permits, citations, enforcement (LPR and Mobile
Enforcement), pay stations, data management, and an online customer service portal. The department
currently utilizes Genetec hardware for its LPR enforcement. Any future systems must be able to
integrate with the University's ERP (WorkDay for employees & Banner for students), seamlessly transfer
data from our current T2 parking management system, and should integrate Genetec LPR hardware. The
ERP (WorkDay for employees & Banner for students) system is utilized for applying all permit and
citation charges to student and faculty/staff accounts and payroll deduction requests for faculty/staff
parking permits.

HECVAT will be sufficient for this purpose. The HECVAT template and instructions can be found
here: https://www.educause.edu/higher-education-community-vendor-assessment-toolkit .
FEATURE CRITERIA
The proposed solution will be evaluated on the following feature criteria:
Integration with UM's Single Sign On (SSO) solution, Shibboleth, is required. Solutions that cannot use
Shibboleth for UM users will not be considered. However, since some users (e.g., external reviewers)
will not have UM identities, the solution must have a parallel login track using local-to-the-solution
accounts for non-UM users. Any costs to set up or maintain this parallel-track login system (SSO and
local accounts) for the solution should be included in the proposal.
System goals include, but are not limited to:
* Improve compliance and optimize utilization of existing parking supply through accurate pricing
and reduced revenue leakage.
* Reduce staff time spent on routine transactions, measured by a reduction in in-person office
transactions and in average citation appeal processing time.
* Enhance our efficiency.
* Manage all aspects of our parking organization's concern (see above) in a single system, with the
capacity to expand into other areas of parking management in the future.
* Help better manage parking organization employees.
* Identify repeat offenders, scofflaws, and VIPs to our field officers.
* Increase our collections from delinquent citations.
* Help better manage our communications with customers.
* Reduce office traffic by allowing customers to apply for and purchase permits via the Internet.
* Reduce office traffic by allowing customers to access account information and pay citations via
the Internet.
* Reduce office traffic by allowing customers to appeal citations via the Internet.
* Help us obtain useful reports for system analysis, problem resolution, overall efficiency, etc.
* Improve the customer experience, measured by self-service adoption and by reduced email and
telephone volume.
* Provide a system for tracking vehicles that have been booted/towed or have been approved for
boot/tow, the status/location of booted/towed vehicles, as well as the fine accrual while in
impound.
* Increase our short term and mixed lot revenue by enabling us to monitor occupancy and usage,
and making it easy for us to establish logical fee structures.
* Flexibly manage short term parking lots, enabling parkers to use a selection of payment
methods to pay for parking at both pay stations and with mobile devices.
* Flexibly manage access to our lots, enabling parkers to use permits, temporary permits, proxy
cards, and other forms of identification to enter (or exit) suitable lots.
* Help us manage parking personnel and equipment for special events. UM Athletics controls
parking for athletic events.
* Enable us to have our complete parking system hosted by the vendor while giving us reliable
and secure access to all data in the system from most locations.
* Provide a platform for integration with other systems (WorkDay, Banner, StarRez, Mobile
Payment Systems, Pay Stations, Genetec LPR/Security Center).
* Have the ability to text customers within the system that have registered for a parking permit.
General Project Specifications
* All proposals shall include a database-focused software application, including a mobile app-
based enforcement platform and handheld citation printers, and appropriate hardware.
Proposals are also to include barcode readers, and receipt printers; onsite installation of all
components; onsite training for all components; optional web-based training for all
components; technical support and future software/upgrades; as well as appropriate
deployment assistance to ensure the system is properly implemented.
* The following general specifications are the minimum requirements for this project:
A fully integrated parking management software system by July 1, 2027. The system shall
o
incorporate a relational database using thin client technology. It shall manage access and
revenue control data in the same system as permit and enforcement data.
The software system, at a minimum, shall allow for tracking of customers, properties,
o
citations, permits, hearings/appeals, booting/towing, and vehicle registrations. The
database used for tracking the aforementioned items shall be easy to use and relational for
searches, information updates, queries, and provide advanced reporting capabilities.
The software shall be modular in nature and include administrative tools for tracking the
o
following: customers, properties, citations, hearings/appeals, permits, vehicle registrations,
booted/towed vehicles, events, and cash register/point of sale.
Enforcement system should integrate with a mobile License Plate Recognition (LPR) system
o
and its LPR hardware for parking enforcement. UM is currently using the Genetec AutoVu
solution for a LPR and for LPR hardware integration.
The system shall be based on a parking object model and focus on common elements and
o
relationships present in all parking operations: individuals or groups that park (customers),
vehicles parked, permissions to park and citations discouraging improper parking, and
control parking permits by locations where customers park (properties). These elements
should be linked through financial relationships and audit trails.
The system shall be configurable to meet our business requirements (e.g., fine
o
accumulations/escalations, late fees, permit configuration and values, sale and return with
options for prorating over time, lot definition - by name, space type, # of spaces, short term
parking fee structure, and lane, gate, and cashier station setup and monitoring, etc.) as
defined by our governing bodies. The system shall support our policies and procedures.
System configurations should also be able to be made by our in-house staff locally instead of
requests made to the vendor which may cause undue delays.
The system shall support compliance with FTC "Red Flag Rules."
o
The vendor should utilize existing POS equipment. If unable, the vendor shall supply and
o
support new electronic cash drawer POS equipment including any parking management
Page 6 of 12
software-related peripherals, cash drawer hardware, bar code reading devices and receipt
printers which are to be fully integrated with the PC based parking management software
system. UM operates cashless, with limited cash accepted at the Welcome Center (remote
office near the center of campus), and also accepts checks. Vendor should scale proposed
point of sale hardware to that footprint. UM's short-term parking relies primarily on app-
based mobile payment supported by signage, with a limited number of pay stations
remaining in service. Vendor should describe how the proposed solution supports app-
based payment, state whether it supports UM's existing pay stations and existing mobile
payment application, and price replacement of either as a separate line item.
The vendor should demonstrate support for lane and gate equipment including controllers,
o
barriers, and electronic signage.
The vendor shall enable the department to use any credit card processor.
o
The vendor shall support mobile devices and the necessary software to communicate bi-
o
directionally with the database.
The vendor shall offer the following on-site services: requirements analysis, system
o
installation, training, follow-up, and change management. The vendor shall send qualified
personnel to our site to help, consult, train, install, and oversee the system deployment
process. (Specific requirements are outlined in Implementation Requirements.)
The vendor shall offer a web-based training program to train personnel on software use for
o
initial use and continuing education (for current and new staff).
The vendor shall provide a maintenance program and software support including all
o
software upgrades.
The vendor shall offer optional enhanced support.
o
The software shall offer online help (electronic performance support) accessed directly from
o
the application.
The software shall be able to be hosted by the vendor. If the vendor is hosting the software
o
and data, the vendor shall install and manage upgrades to the software. The purchaser
should not have to perform any maintenance on the client workstation in order to have the
latest software version.
The vendor shall provide trained technical support staff who are able to log into the
o
database remotely and assist with troubleshooting, configuration, and support issues.
The parking management software shall be browser based.
o
The solution processes payment card data through pay stations, mobile payment, and point
o
of sale. The vendor shall provide a current PCI DSS Attestation of Compliance as a Level 1
service provider, shall describe its tokenization and point-to-point encryption approach, and
shall state which Self-Assessment Questionnaire type UM would fall under following
implementation.
UM's current annual volumes are approximately 40,000 permits sold, 42,500 citations
o
issued, and 50,000 pay station and mobile payment transactions. The vendor shall confirm
that the proposed system supports these volumes.
Occupancy and utilization monitoring will be procured separately. The system shall report
o
utilization from permit, citation, and transaction data, and shall be able to exchange data
with a separate occupancy system.
