CITY OF SUMNERREQUEST FOR QUALIFICATIONS FOR PROFESSIONAL SERVICESFOR THE SUMNER TEXACO HERITAGE PARK REMEDIATION PROJECT
The City of Sumner solicits interest from consulting firms with expertise in engineering and professional services necessary to design and manage an environmental cleanup project subject to municipal contracting requirements. Services are anticipated to commence in the second quarter of 2026 and extend for approximately four (4) years with the option for the City of Sumner to extend it for additional time and money if necessary.
The City of Sumner reserves the right to amend terms of this “Request for Qualifications” (RFQ), to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
The City of Sumner reserves the right to retain the services of responsive firm(s) for subsequent phases associated with this project.
Prospective consultants will be required to comply with the ADA and Civil Rights requirements as adopted by the City of Sumner.
Aspects of this project may be subject to WA State Prevailing Wage rules, filings and requirements.
Consultants will be considered for the following project.
Project DescriptionThe City of Sumner owns the property at 914 Kincaid Avenue, Sumner WA known as the “Former Sumner Texaco Property”. The site is on the Department of Ecology’s Confirmed Contaminated Sites List under Site ID 8200. The City desires to undertake a voluntary cleanup for the subject property with the intent to obtain a No Further Action letter from the Washington State Department of Ecology.
This project will include research, analysis, coordination with regulatory agencies, and development of engineering plans to complete any necessary site remediation work including but not limited to the following:
Copies of the previous Subsurface Investigations completed in 2010 and 2011, Evaluation of Remedial Options and Costs to Closure (2022), and Revised Remedial Investigation Report (2024) are available from the City upon request.
CONSULTANT QUALIFICATIONThe Statement of Qualifications (SOQ) should describe the composition of the proposed team, the qualifications of the key individuals identified on that team, and the relevant experience of the team on similar projects.
The SOQ should discuss the team’s abilities in the following areas:
Respondents may include sub-consultants within their project team.
EVALUATION CRITERIASubmittals will be evaluated and ranked based on the following criteria:
1) Qualification/Expertise of Proposed Project Manager and Key Project Team Members;
2) Qualifications/Expertise of Firm;
3) Approach to the project;
5) Familiarity with Department of Ecology’s Voluntary Clean-Up Process; and
6) Past Performance on similar projects/References.
SUBMITTALSubmittals should include the following information: Firm name and contact information, Name of Principal-in-Charge and Project Manager, and number of employees in each firm proposed to the project. The submittal shall not exceed a total of 12 pages, including cover letters and title pages.
Please submit an electronic version of your Statement of Qualifications in a single .pdf document by email or other electronic means to bids@sumnerwa.gov no later than 2:00 p.m. on April 2 nd , 2026. Hard copy submittals are not desired. Submittals will not be accepted after that time and date. Postmarks will not be accepted.
