Solutions-Based Professional Services (TSPS) Requirement

This requirement is for: Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC)

This requirement is open only to those Supply Arrangement Holders under E60ZT-16TSSB who qualify under Tier 1, for services in the National Capital region and for the following stream(s): Project Management Services Stream, Project Manager Consultant.

The requirement is intended to result in the award of one (1) contract.

Description of the Requirement:

CIRNAC has a requirement for a qualitative and quantitative assessment of the socio-economic and geopolitical challenges, opportunities, and implications associated with development of Western Arctic offshore oil and gas resources in the Beaufort Sea.

In order to assess the challenges and opportunities of Western Arctic offshore oil and gas development associated with current and future economic competitiveness and market feasibility of offshore oil and gas exploration and development in the Western Arctic offshore, the assessment will focus on the following areas:

•        Projected developments in the global oil and gas commodity market

•        Socio-economic considerations

•        Geostrategic considerations

•        Infrastructure considerations for offshore development

Security: No security apply to this bid solicitation.

Applicable Trade Agreements:

The requirement is subject to the provisions of the World Trade Organization Agreement on Government

Procurement (WTO-AGP), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), the Canadian Free Trade Agreement (CFTA), and the Canada-Korea Free Trade Agreement (CKFTA).

Proposed period of contract:

The proposed period of contract shall be from Contract Award to March 31, 2026., plus one additional 6 month period irrevocable option allowing Canada to extend the term of the contract.
