Project Description: Sealed proposals for the Warwick Township SR 0501 North Corridor Pedestrian Improvements Project in Warwick Township, Lancaster County will be received via the PennBid Program (https://pennbid.bonfirehub.com) by Warwick Township until 2:00 PM, Prevailing Time, on Thursday, January 15, 2026, at which time they will be publicly opened via PennBid. Warwick Township Board of Supervisors will act on the Bid at their regularly scheduled meeting on Wednesday, January 21, 2026.
The bidding process, contract, and conduct of the work must meet the requirements of the Commonwealth Financing Authority Program Grant/Reimbursement Agreement, which has been entered into by Warwick Township and the Commonwealth of Pennsylvania. The agreement obligates Warwick Township to meet certain compliance requirements. If the said compliance requirements are not followed, funding for the project will be at risk. The bidder’s attention is directed to the Appendix B of the bid package, which contains the Commonwealth Financing Authority Agreement and related Additional Provisions as an attachment. These documents outline the specific requirements of the Commonwealth Financing Authority program. The submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same.
The bids must cover all costs for the completion of this project as set forth in the Project Manual. The principal items of work to be performed under the contract are: site demolition, design and installation of two pedestrian bridges, installation of concrete curb, installation of concrete sidewalks, installation of curb ramps, installation of asphalt pavement, installation of stormwater collection and conveyance facilities, fine grading and topsoil and seeding, and work of similar nature.
All Bidding documents will be available Friday, November 21, 2025. All Bidding documents and solicitations are available online at no cost at the PennBid website (https://pennbid.bonfirehub.com)
Bid security in an amount not less than 10% of the amount of the bid will be required in the form of certified check, cashier’s check, bank treasurer’s check, or satisfactory bid bond made payable to or naming as oblige Warwick Township. All bids will remain irrevocable for 60 days after the actual date of bid opening in compliance with Act 317 of 1978 approved November 26, 1978.
Bidders are advised that they must comply with All State anti-kickback regulations pertaining to work associated with this project. All bidders are required to submit an executed anti-collusion statement with the bid.
Bidders are advised that they must comply with and execute the non-discrimination/sexual harassment clause.
The Pennsylvania Prevailing Wage Act (Act No. 442 – Session of 1961) shall apply to this project, as defined within the Project Manual, since this contract is estimated to cost more than $25,000.00. There is a zero percent (0%) requirement for MBE and/or WBE participation.
A Performance Bond and Payment Bond, each in an amount equal to 100% of the contract and each with satisfactory corporate surety, will be required to be furnished by the successful bidder at the time stated in the specifications.
A pre-bid conference will be held for this project on Thursday, December 11, 2025, at 9:00 AM at the Warwick Township Municipal Office, 315 Clay Road, Lititz, PA 17543. The pre-bid conference is mandatory.
Warwick Township hereby reserves the right to waive any defects, errors, omissions, or informalities, in bids received, to reject any and/or all bids submitted and to accept any bid which it may deem to be in the best interests of the Warwick Township.
