Description
Oregon State University intends to contract for the provision of thermal modification of Western Hemlock lumber and fabrication of cross-laminated timber (CLT) panels from Composite Recycling Technology Center (CRTC) as a sole source because of the uniqueness (design, capability, nature) of the services and the contractor being the only provider able to meet critical parameters to support research and/or business needs of the university. The selected supplier must have documented experience heat treating Western Hemlock, fabricating CLT panels from thermally modified material, and producing a total of 27 CLT panels (24 treated and 3 control panels) within a specific winter 2026 timeframe that is critical to completion of a graduate student thesis. An entity may appeal this determination in accordance with OSU Standard 03-010, Section 5.17 no later than the closing date indicated on the website. Appeals must be submitted to Procurement, Contracts and Materials Management at
