Q&A as of 05AUG2025:
Q1: Can you please provide item numbers and embroidery details – including a picture for the referenced RFP?
A1: Added attachments for each type of logo, and spreadsheet to show which logo goes with which items. There are no brands specified, so no item numbers can be given.
Q2. To help us provide accurate and competitive pricing, could you clarify the expected quantities per item per call for each line item listed?
A2. Typical calls will be GPC purchases
Q3. Could you please provide the previous pricing awarded for each of the items listed in the solicitation?
A3. This is a new requirement not previously contracted.
Q4. Is it mandatory to bid on all items listed in the solicitation, or may we submit pricing for a select number of items (e.g., 3 or 4)?
A4. Yes, the Government intends to award only three BPAs, and all vendors should be capable of quoting on all items at the call level unless a partial award is issued. Partial awards are not desired by the Government as we want quotes for all items from each BPA awardee.
Q5: Are there images or style numbers for these items so I can provide a quote based on the exact items you are looking for?
A5: The Government is not seeking any specific brand, only quality items that meet or exceed the specifications. Example images added to attachments. Disregard any brands that may appear in the images.
Q6: Are there any specific requirements or restrictions for the promotional items beyond what is outlined in the attached BPA Agreement and Quotation/Price List?
A6: The combined synopsis solicitation also includes applicable provisions and clauses.
Q7: Are there any branding or logo guidelines that must be adhered to for the items?
A7: See previous Q&A responses.
Q8: Could you provide more details on the inspection process at the delivery location?
A8: If awarded a BPA, the Government has found your offered items to be technically acceptable. Inspection will primarily include ensuring the delivered products are the same as what was included in your offer and that they are free from defect.
Q9: What are the standards for determining whether an item meets the agreed-upon specifications?
A9: The requiring activity will conduct the research to ensure your offered items meet or exceed the specifications. Ensure your offer includes all the necessary details to prove conformance.
Q10: Is there flexibility in pricing for orders below the quantity of 100, or will the pre-priced rate apply universally?
A10: The risk is on the offeror to provide the pre-priced (maximum) rate that will apply to the evaluation and be incorporated in the BPA if selected for award. Again, the Government does not anticipate lower ordering QTYs to be a common occurance. BPA awardees will compete with known QTYs at the call level.
Q11: Can you confirm the BPA Call Limit of $50,000.00 and clarify if this applies to individual orders or cumulative orders within the BPA period?
A11: The call limit applies to individual orders.
Q12: Are there any additional certifications or representations required beyond those listed in the solicitation?
A12: No
Q13: Are there specific FAR or DFARS clauses that our legal team should pay close attention to?
A13: All provisions and clauses apply.
Q14: Are there any formatting requirements or templates for submitting quotes?
A14: No specific format. Ensure your quote includes a full description of each item offered for technical review.
Q15: Can you confirm that all submissions must be unclassified and sent electronically?
A15: Yes, submit quotes via email to darrin.j.weaver.mil@army.mil.
The FLARNG intends to establish BPAs with three vendor for ordering Recruiting and Retention promotional items. See attached Product Descriptions for all items to be included in the BPA and all other attachments for full details.
