1. Evaluation scope, design, and methods
a) Are you looking for the external evaluator to design the evaluation plan and
instruments from the ground up, or to refine and implement an evaluation approach
that the Education Division and Project Director have already drafted?
We are looking for the evaluator to help refine and implement an evaluation
approach that has been created.
b) The narrative references SMART objectives, ChildPlus, Excel tracking sheets, family
surveys, student and school administrator focus groups, and participation rosters.
Which quantitative datasets and qualitative sources will be available to the evaluator
beginning in Year 1, and at what frequency (monthly, quarterly, annually)?
All quantitative datasets and qualitative sources needed will be available year 1 and
can be provided at a frequency that is determined by the evaluator in order to
complete assessments.
c) Could you clarify the intended target group for the Nutughedu STEAM programming
(for example, specific grade levels, schools, or age ranges of AN/AI students and
families)?
The primary target group is Tuen Charter School serving students in grades K-4 this
year and expanding a grade each year. Middle and High School students participate
once a week year round and pop-up preschool events are being established.
d) How many families are going to be part of the survey?
There will be between 40-60 families as we anticipate more families each year.
e) How many children attend and/or are anticipated to attend Tulen Charter School in
year one.
There are 68 students enrolled this Fall.
2. Data access, systems, and permissions
a) What level of access do you anticipate granting the evaluator to ChildPlus, AK STAR and
Alaska Science Assessment results, KPBSD data, and internal Excel tracking sheets? Will

data-sharing agreements or MOUs with KPBSD be required, and if so, are those already
in place or would you expect the evaluator to assist in establishing them?
The project director has access to all of the above information through an established
MOU and can provide information as needed.
b) Will the evaluator be able to work with de-identified student-level data, or will data be
provided only in aggregated form (e.g., by school, grade level, or program)?
Most likely de-identified student data should be available
c) Could you outline key steps and timelines for the Kenaitze Research Review Board and
any other approval processes that apply to evaluation instruments, focus groups, and
data collection activities?
Approval has already been established.
3. Site visits, focus groups, and logistics
The ITB and grant narrative mention an initial site visit within the first six months and at
least one additional site visit during Years 2-4, with process evaluation and qualitative data
collection. Do you anticipate any additional site visits (e.g., annual visits), and what
duration and activities would you consider ideal for each visit?
One site visit during the first six months and then one other one towards the end of the
grant cycle is feasible. A day and a half - two days in duration for each visit is a good
length of time. Some activities to accomplish would be focus groups and observations
with staff, parents, teachers, students and project director. Observing STEAM lessons
and the family book club materials.
4. Scope, budget, and timeline expectations
The ITB does not specify a budget range. To ensure our proposal aligns with your fiscal
planning, could you share whether the budget includes a designated amount or range for
external evaluation services (including evaluator time, travel, and reporting) for the
five-year evaluation?
Year 1 of this project is almost completed so there are four remaining years. The budget
is $15,000 per year which includes all proposed activities including the two site visits.

What is the anticipated or estimated budget for this project?
$15,000 per year for 4 years
