Charter Bus Services
1. Purpose
Pursuant to provisions of the Mohave College Procurement Manual, the District intends to establish a contract(s)
for charter bus services for the 2026/2027 Soccer season. The tentative 2026/2027 Men’s & Women’s Soccer
Travel Schedule is attached for reference.
All soccer team travel originates from the Bullhead City Campus: 3400 Hwy 95, Bullhead City, AZ 86442.
2. Multiple Award
The District intends to award a contract to a single offeror. However, the District reserves the right to make a
multiple award if a single vendor is unable to provide charter bus services for each trip listed on the cost form.
3. Non-Exclusive Contract
Any contract resulting from this request for quote shall be awarded with the understanding and agreement that it is
for the sole convenience of the District. The District reserves the right to obtain like services from other sources.
4. Term of Award
It is the intent of the District to award a single-term contract, beginning July 1, 2026, and continuing until December
31, 2026. However, no contract exists unless and until a purchase order is issued.
5. Price Clause
Prices shall be firm for the term of the contract. Prices as stated must be complete for the services offered and shall
include all associated costs. Awarded Vendors can charge by mileage or hourly rate, but not by both.
Overnight trips that include drivers’ hotel room shall be “passed thru” to the District at cost.
6. Fuel Surcharges
No fuel surcharges will be accepted. No price increase will be accepted without proper request by the awarded
vendor and response by the District’s Purchasing Division.
7. Insurance Requirements
The District requires a complete and valid certificate of insurance to be submitted with the quotation response. The
District will notify the successful vendor(s) of the contract award. The successful vendor(s) must, at that time,
submit an original copy of the certificate of insurance, naming Mohave College as additionally insured for the
coverage in the minimum amounts stated. The coverage shall be maintained in full force and effect during the term
of the contract and shall not serve to limit any liabilities or any other contractor obligations.
Awarded vendor agrees to maintain such insurance as will fully protect vendor and the District from any and all
claims under any workers’ compensation statute or unemployment compensation laws, and from any and all claims
of any kind or nature for damage to property or personal injury, including death, made by anyone, that may arise
from work or other activities carried on, under, or facilitated by this Agreement, either by Offeror, its employees, or
by anyone directly or indirectly engaged or employed by vendor. Vendor agrees to maintain such vehicle liability
insurance as will fully protect vendor and District for bodily injury and property damage claims arising out of the
ownership, maintenance or use of owned, hired or non-owned vehicles used by Offeror or its employees, while
providing services to the District.

Vendor agrees to provide the District with a certificate of insurance evidencing such coverage and naming the
District as an additional insured. All insurance companies utilized shall be licensed to operate in the State of
Arizona and insurance policies must provide said coverage and shall not be cancelled without thirty (30) days
written notice to the Vendor and District. Liability insurance shall be provided in accordance with the following
minimum limits:
Comprehensive General Liability Insurance:
$5,000,000 per occurrence
$20,000,000 Aggregate Coverage
$50,000 Fire Damage Limit
$10,000 Medical Expense Limit for any one person
Automobile Liability:
$5,000,000 Combined Single Limit
$5,000,000 Each Occurrence Limit
$20,000,000 Aggregate Coverage
$10,000 Medical Expense Limit for any one person
8. Licenses
Successful vendor shall maintain in current status all federal, state, and local licenses and permits required by the
operation of the business conducted by the vendor.
The District may periodically check the US Department of Transportation Federal Motor Carrier Safety
Administration Safety and Fitness Electronic Records (SAFER) System to verify information and operation status
of the awarded vendor. If the vendor is found to be on restriction through USDOT for any reason, said vendor will
be temporarily invalid for use by the District until the USDOT restriction is lifted.

9. Scope of Work/Specifications
Each quotation response shall meet the following criteria or provide written clarification on how it deviates.

9.1 Each bus shall be equipped to meet all
applicable federal and state highway
specifications, Interstate Commerce
Commission specifications and local
specifications, safety standards, and emission
requirements.
9.2 Each bus shall be maintained in good working
condition meeting federal and state guidelines.
Overall appearance, interior and exterior, must
be clean, in good repair, and free of unpleasant
odors.
9.3 Buses shall provide adequate space for any
equipment or supplies needed for the
event/trip.
9.4 All buses requested shall be equipped with
functioning restroom facilities.
9.5 All buses shall be fully fueled prior to pick-up.
9.6 All drivers of the bus shall have specialized
driver training, appropriate Commercial
Driver’s License (CDL), and meet any
Interstate Commerce Commission driver
license and/or certifications. Drivers shall be
fully trained on the operation of the bus,
including AC/Heating Systems, Emergency
Egress, Audio and Video Systems, etc.
9.7 The contractor shall provide the drivers with
customer relations training. All customer
service complaints received by the contractor
shall be reported verbally to the District
Contract Manager within 24 hours and
followed up in writing within ten (10) working
days.
9.8 The contractor shall be responsible for paying
all toll charges, licenses, fees, taxes, violation
fines, fuel, and other operating costs incurred
by the contractor as a part of this program.
Parking fees and hotel room (as required) will
be passed to the District “at cost”. There shall
be no other add-on charges of any kind.
9.9 All buses shall be equipped with two-way
radios, cellular telephones, or like equipment

that will enable communication with the
administrative and maintenance facility.
9.10 The contractor shall be responsible for
providing all other functions necessary for the
safe, reliable, and efficient operation of the
contract bus service that are not specifically
discussed herein.
9.11 The driver shall not smoke/vape or use
inappropriate language while performing the
services provided for herein.
9.12 Bus Maintenance:
In the interest of safety and reliability, all buses
must be owned, operated and maintained by the
offeror, with written maintenance
documentation on file.
9.13 Bus Maintenance:
Storage of all buses shall exclusively be the
responsibility of the service provider.
9.14 Bus Maintenance:
The vendor shall be fully responsible for all
maintenance and service of buses. All bus
maintenance shall be performed by qualified
personnel possessing proper licenses and
certificates.
9.15 Bus Maintenance:
The contractor shall be responsible for
providing fuel, lubricants, and tools.
9.16 Bus Maintenance:
All buses shall have operable heating and air
conditioning.
9.17 Bus Maintenance:
Tires shall always be inspected and replaced if
pre-trip inspection indicated tread or condition
is questionable as related to safety and/or
downtime for repair throughout the trip.
9.18 Notice of cancellation of a trip after
reservations have been made shall be given 24
hours before departure time at no cost to the
District. For service where less than 24 hours’
notice is given or for curbside cancellations,
vendor shall indicate cancellation charges on
the pricing form.
9.19 Qualifications of Drivers:
All Drivers shall have a valid permanent CDL
with all required endorsements, and undergo an
annual physical examination, which shall

include drug and alcohol testing. A certificate
of physical fitness to perform all required
duties should be on file with the vendor before
a driver transports any district students.
9.20 Qualifications of Drivers:
All drivers must satisfactorily complete a pre-
employment review of their criminal
conviction records and driving record.
9.21 Qualifications of Drivers:
Registered Sex Offender Restriction – Pursuant
to this order the named vendor agrees by
acceptance of this order that no employee of
the vendor, who has been adjudicated to be a
registered sex offender will perform work on
District premises or at any time when District
students are, or are reasonably expected to be
present. The vendor further agrees by
acceptance of this order that a violation of this
condition shall be considered a material breach
and may result in cancellation of the contract at
the District’s discretion.
9.22 Qualifications of Drivers:
The vendor shall require all drivers to have a
timepiece with them while on duty to ensure
adherence to established schedule times.
9.23 Accident Reports and Records:
The vendor is required to provide accident
reports and records within 2 working days of
such incident. Vendor shall immediately notify
District of any accident involving a bus
carrying students. Such notification may be
verbal followed up with a complete written
report. All written reports shall include extent
of damage, fault, and disposition.
