The U.S. Army Corps of Engineers (USACE), Savannah District, issued a Sources Sought notice (SAM.GOV – Notice ID# W9126G26R1712) on 29 May 2025 regarding the construction Cyberspace Operations Center in support of Air Combat Command's91st Cyber Operations Squadron worldwide missions at JBSA Lackland, Texas
As part of this acquisition, USACE is conducting additional market research to assess the potential implementation of a Project Labor Agreement (PLA).
Your input is requested via the attached Project Labor Agreement Survey
Responses will inform the decision regarding the inclusion of a PLA in the upcoming solicitation, or justification for an exception to its use. Your participation is greatly appreciated.
Scope Summary - Construct a Cyberspace Operations Center in support of Air Combat Command's 91st Cyber Operations Squadron worldwide missions. Construction will include reinforced concrete foundations, structural steel framing, brick masonry exterior walls, and metal standing seam roofing on metal decking. Project will include fire suppression system, all utilities, pavements, communications, access roads, parking areas, site utilities, integrated lightning suppression system, and (2) generators in support of critical infrastructure. Additionally, the project will meet Intelligence Community Directive 503/705 accreditations and certifications as well as other site improvements to provide a complete and usable facility.
Facility will be designed as permanent construction in accordance with Department of Defense Unified Facilities Criteria 1-200-01, General Building Requirements. This project will comply with Department of Defense antiterrorism/force protection requirements per Unified Facilities Criteria 4-010-01.
This survey is to address Project Labor Agreement (PLA) survey requirements for the above listed project. In accordance with EO 14063, effective 22 Jan 2024, which mandates that Federal Government agencies require use of PLAs for Federal construction projects estimate to be >$35M. This survey is for required market research IAW FAR 36.104(c) and UAI 5122.5. The target for this survey is General Contractors that are interested in proposing on these projects.
