PURPOSE
In order to be in compliance with state and local purchasing laws, the Birdville Independent School District (BISD) is soliciting competitive sealed proposals for RFCSP #016-26 Fire Alarm Replacement at Academy at C.F. Thomas Elementary, John D. Spicer Elementary, WG Thomas Coliseum, and Watauga Middle School. Watauga Middle School is part of the 2026 bond package that will be voted on in May. If the bond passes, this project will be unawarded and notice to proceed will not be given.
CONTRACT TERM AND RENEWALS
This proposal shall be effective upon School Board approval until completion of the project. Contractor shall commence work beginning May 26, 2026, and complete work no later than August 1, 2026.
MANDATORY PRE-PROPOSAL MEETING
On March 3, 2026, a mandatory pre-proposal meeting will be held starting at 8:30 AM at the Wiley G. Thomas Jr. Coliseum located at 6108 Broadway Avenue, Haltom City, TX 76117. Contractors' attendance is required. If a representative is not present for the mandatory pre-proposal meeting, a proposal will not be accepted. Contractors' will be required to sign in for attendance. The specifications and drawings will be discussed during the tour of each location and questions answered.
PROPOSAL SUBMISSION
RFCSP’s must be received via the IonWave bid system – access can be established through https://birdvilleshcools.ionwave.net/login.aspx prior to the hour and date specified in this document or any subsequent Addenda. No other published dates will be binding. It is the sole responsibility of the Proposer to ensure timely delivery of the RFCSP. BISD will not be responsible for failure of service. Proposers submitting RFCSP’s to BISD do so at their own expense. BISD will not be held responsible for any cost associated with the process by submitting Proposers. Late proposals will not be accepted. RFCSP’s received after the date and time specified will not be considered. No paper proposals will be accepted. Please note that RFCSP results are NOT available by telephone. Awards will be posted to the district website.
INSTRUCTIONS FOR CONTRACTORS
This information is provided to instruct on how to prepare a proposal as requested. The contract will be awarded to the company who, based on all responses and applying all criteria, is determined by the District to be the best-qualified company to provide the required product and service.
The District reserves the right to reject any and/or all proposals, to make awards as they may appear advantageous to the District and to waiver all formalities and irregularities in proposing.
Pricing must be firm for acceptance for 90 days from the date of opening. Proposals must show the full name and address of the vendor. Unsigned proposals will be disqualified. The person signing the proposal must be someone with the authority to bind their firm to a contract. Items must conform to appropriate local, state and federal ordinances, statutes, and regulations governing the manufacture, safety, and installation of the item. By signing this proposal, the company certifies and represents to the District that the vendor has not offered, conferred or agreed to confer any pecuniary benefit or other thing of value for the receipt of special treatment, advantage, information, recipient’s decision, opinion, recommendation, and vote of any other exercise of discretion concerning this proposal. The signer further certifies that this company is not prohibited from doing business with any Federal Department or Agency and that to the best of their knowledge no company employee, either full or part time, owner, official, stockholder, subcontractor, or member of their immediate family, are related to a member of the Board of Trustees in violation of the Nepotism Prohibition of the State of Texas Government Code (Chapter 573 Gov. Code). |
