Description of Work: Request will support the procurement of a Total Management System (TMS) that includes Learning Management System (LMS) software licenses with service and maintenance agreements, hosting and help desk support, LMS branding, training for administrator and key personnel with user guides, system enhancement deployment, and testing services. LMS functionality will include agency specific workflow and document integration, custom reports, and data exportation, management support tools. All systems must comply with DHS and Department of Energy requirements, as specified. Be certified FedRamp moderate and 508 compliant. The system must be turnkey on day one with full integration of FEMA Registration and Evaluation System and the National Training and Education Division online schedule system.



Software licensing should be capable of supporting a minimum of 20000 active users per year, and the upload of up to ten new web based training (WBT)courses per year into the LMS. As part of the hosting solution responsibilities, the potential offeror shall provide daily backups with off-site backups as well. The potential offeror shall also provide necessary programming and technical expertise to ensure that any current or newly required fields are integrated into the LMS to ensure functionality for registration activities, course and student completion data entry, and reporting functions.



The potential offeror shall provide commercial off the shelf (COTS) web-based single system of entry for training information and workflow required to track law enforcement and public safety training, testing and certification information. The potential offeror shall also provide a holistic solution using selectable modules fully integrated into one system allowing for complete organizational management.

Company’s business size for the NAICS code listed above, including Historically Underutilized Business (HUBZone); Indian Small Business Economic Enterprise (ISBEE); Small Business; Service-Disabled Veteran-Owned Small Business (SDVOSB); Small Disadvantaged Business (SDB); and/or Woman-Owned Small Business (WOSB).



3.) Capability statement and/or product brochure and/or any applicable past performance information that demonstrates that the supplies, equipment, or services can be provided by your company.
