INVITATION FOR BID ON: THE SALE OF: SCRAP COPPER TUBING AND BRASS WATER METERS
PLEASE QUOTE THE ITEMS LISTED ON OUR ATTACHED FORM
SOLD TO BUYER: As is, where-at.
SEALED BIDS WILL BE RECEIVED UP UNTIL 2:00 P.M. ON: April 17, 2025
RETURN THIS FORM IN A SEALED ENVELOPE MARKED BID NO. 25-42 Sale of Scrap Copper Tubing
and Brass Water Meters.
1. Quote price per pound on each item separately. Exhibit A will include a price per pound for copper and a price
per pound for brass. The Bidder is not required to bid on both materials.
2. The Commission is selling an estimated amount of Four Thousand pounds (4,000 lbs.) of Scrap Copper Tubing
and Fourteen Thousand pounds (14,000 lbs.) of Brass Water Meters.
3. The Springfield Water and Sewer Commission makes no guarantee as to the actual weight of the Copper
Tubing and Brass Water Meters.
4. The Copper Tubing and Brass Water Meters are in separate dumpsters. These materials must be picked up from
71 Colton Street Springfield, MA within Seven (7) days after award. There shall be no fee for the pick-up of the
copper and/or brass.
5. Prices must be filled in with a computer, typewriter or ink and must be signed by bidder.
6. The Commission will pay no transportation charges or any handling charges whatsoever,
7. The Springfield Water and Sewer Commission reserves the right to reject any and all bids, to waive any
informalities if it is in the best interest of the Commission to do so, and the right to disregard all nonconforming,
non-responsive or conditional bids.
8. The trucks and materials shall be weighed on the City of Springfield scales which are located at 70 Tapley
Street Springfield, MA, and on the Vendor scale.
9. A Commission employee shall be present to view the weighing at both locations.
10. This is a sealed bid and not a price quotation. All sealed bids must be delivered to the Springfield Water and
Sewer Commission, John J. Lyons Administration Building, located at 250 M Street Extension Agawam, MA
01001 by April 17, 2025 at 2:00 PM EDT. at which time they will be publicly opened and read in the Springfield
Water and Sewer Commission Procurement Room. Late bids will be rejected.
11. Questions regarding the IFB should be in writing and delivered via email to
edward.sweeney@waterandsewer.org by April 9, 2025 by 4:00PM in order to be considered

13. Photos of Brass Water Meters are included in this Invitation For Bid as Exhibit C.
14. Everything is sold AS IS, WHERE-AT, without warranty or guarantee of any kind on the part of the
Commission. All property must be removed within up within seven (7) days after execution of the contract.
15. Award will be made to the highest responsible bidder. This could result in multiple contracts. Successful
Bidder to make payment by Certified Check, payable to the Springfield Water and Sewer Commission and sent
to Edward J. Sweeney, CPO, 250 M Street Extension Agawam, MA 01001. Payment must be received the day of
material pickup.
16. Exhibit D contains documents that require responses and must be included in the sealed bid response package.
