THE CONTRACTOR SHALL FURNISH THE ENGINEER AND OWNER WITH A CONSTRUCTION SCHEDULE
FOR THE PROJECT. THE CONSTRUCTION SCHEDULE SHALL BE REVISED AND RESUBMITTED WITH
EACH PAY REQUEST. THE CONTRACTORS PAY REQUEST WILL NOT BE PROCESSED WITHOUT A
REVISED PAY REQUEST.
WORK WEEK SHALL BE MONDAY THROUGH THURSDAY, 7 A.M. TO 5 P.M, FRIDAY 7 A.M TO 11 A.M THE
CONTRACTOR WILL BE REQUIRED TO COORDINATE WITH THE CITY INSPECTOR FOR WORK ON
WEEKENDS OR TIMES NOT SHOWN, EXCEPT AS OTHERWISE REQUIRED FOR THE SAFETY OR
PROTECTION OF PERSONS OR THE WORK OR PROPERTY AT THE SITE OR ADJACENT THERETO, AND
EXCEPT AS OTHERWISE STATED IN THE CONTRACT DOCUMENTS. ALL WORK SHALL BE PERFORMED
DURING REGULAR WORKING HOURS, AND THE CONTRACTOR WILL NOT PERMIT OVERTIME WORK OR
THE PERFORMANCE OF WORK ON SATURDAY, SUNDAY, OR ANY LEGAL HOLIDAY WITHOUT THE
OWNER'S WRITTEN CONSENT (WHICH WILL NOT BE UNREASONABLY WITHHELD) GIVEN AFTER PRIOR
WRITTEN NOTICE TO THE DEPARTMENT. THE CONTRACTOR IS TO COMPENSATE THE OWNER FOR
ANY CHARGES INCURRED BY THE OWNER FOR THE INSPECTION OF THE WORK OUTSIDE REGULAR
BUSINESS HOURS.
GENERAL PRE-CONSTRUCTION
1. MINIMUM CONSTRUCTION STANDARDS: ALL CONSTRUCTION SHALL BE IN STRICT ACCORDANCE
WITH THE CITY OF OWASSO STANDARDS AND SPECIFICATIONS FOR CONSTRUCTION.
2. SAFETY STANDARDS: THE CONTRACTOR SHALL INSTALL AND MAINTAIN SAFETY FENCING FOR THE
PROTECTION OF WORKMEN AND THE PUBLIC. THE CONTRACTOR SHALL PERFORM ALL
OPERATIONS ACCORDING TO THE REQUIREMENTS OF THE OCCUPATIONAL HEALTH AND SAFETY
ACT (OSHA) AS PUBLISHED IN THE CODE OF FEDERAL REGULATIONS, PART 1926, LATEST EDITION.
ALL OPEN EXCAVATIONS SHALL BE FENCED AND HAVE WARNING LIGHTS ON BARRICADES TO WARN
OF THE HAZARD. THE CONTRACTOR SHALL MAINTAIN TEMPORARY STOCK FENCING. CONTRACTOR
SHALL TAKE ANY ADDITIONAL SAFETY MEASURES DETERMINED REASONABLY NECESSARY TO
PROTECT PROPERTY AND MAINTAIN PUBLIC SAFETY. COST SHALL BE INCLUDED IN THE PRICE BID
FOR OTHER ITEMS OF WORK.
3. DISPOSAL OF WASTE: ALL WASTE FROM CONSTRUCTION ACTIVITIES SHALL BECOME THE SOLE
PROPERTY OF THE CONTRACTOR AND SHALL BE DISPOSED OF IN A MANNER APPROVED BY THE
ENGINEER.
4. DUST AND DEBRIS CONTROL: CONTRACTOR SHALL BE RESPONSIBLE FOR PREVENTING HAUL
TRUCKS FROM SCATTERING CONSTRUCTION DEBRIS, OIL, MUD AND OR SOIL ON PUBLIC ROADS. IF
THIS OCCURS, THE CONTRACTOR WILL CLEAN DEBRIS IMMEDIATELY. LOADED HAUL TRUCKS SHALL
HAVE THEIR LOAD COVERED WITH A TARPAULIN. THE CONTRACTOR SHALL PERFORM ALL
NECESSARY PROVISIONS FOR DUST CONTROL. THE COST OF DUST CONTROLS TO BE INCLUDED IN
THE PRICE BID FOR OTHER ITEMS OF WORK.
5. LOADING CAPACITY: WHERE MATERIALS ARE TRANSPORTED IN THE PROSECUTION OF WORK,
VEHICLES SHALL NOT BE LOADED BEYOND THE LOADING CAPACITY RECOMMENDED BY THE
MANUFACTURER OF THE VEHICLE OR PRESCRIBED BY ANY FEDERAL, STATE OR LOCAL LAW OR
REGULATION.
6. DAMAGE:
ANY DAMAGE TO THE ROADWAY PAVEMENT, CURB, DRIVEWAYS, MAILBOXES,
SIDEWALKS, SPRINKLER SYSTEMS, OR UTILITY LINES AND APPURTENANCES CAUSED BY THE
NOTES: CONTRACTOR'S OPERATION SHALL BE REPAIRED TO THE ENGINEER'S SATISFACTION AND SHALL BE
ACCOMPLISHED AT THE CONTRACTOR'S SOLE EXPENSE.
1. CONTRACTOR SHALL CREATE A PHOTO AND VIDEO DIARY OF THE TOPOGRAPHY ALONG
THE ALIGNMENT OF THE PROJECT TO ASSURE THAT PRECONSTRUCTION CONDITIONS
MATCH THE POST CONSTRUCTION CONDITIONS.
2. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE PROTECTION OF ALL PUBLIC AND
PRIVATE FACILITIES INCLUDING BUT NOT LIMITED TO UTILITIES, STREETS, DRAINAGE
FACILITIES AND EXISTING FENCES.
3. THE CONTRACTOR SHALL EXERCISE CAUTION IN THE PROGRESS OF THE WORK IN
ORDER TO PREVENT INTERRUPTION OF EXISTING FACILITIES.
4. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ENSURING THAT ALL APPLICABLE
LOCAL, STATE AND NATIONAL, SITE AND LIFE SAFETY CODES ARE MET AND FOLLOWED
ON THIS PROJECT.
5. TESTING SHALL BE IN STRICT ACCORDANCE WITH THE PLANS AND SPECIFICATIONS.
7. ROADS: THIS PROJECT SHALL BE CONSTRUCTED WITHOUT CLOSING THE SURROUNDING ROADS
TO LOCAL AND THROUGH TRAFFIC. MAINTENANCE OF THROUGH TRAFFIC INCLUDES THE
MAINTENANCE OF EXISTING ROADS WITHIN THE SCOPE OF THE PROJECT AS INDICATED IN THE
PROJECT DRAWINGS.
8. VERIFICATION AND SATISFACTION OF THE PLANS: CONTRACTOR SHALL FIELD VERIFY ALL
CONSTRUCTION DIMENSIONS AND REPORT ANY DEVIATIONS BETWEEN THE DRAWINGS AND ACTUAL
FIELD CONDITIONS TO THE CITY.
9. TESTING: TESTING SHALL BE IN STRICT ACCORDANCE WITH THE PRODUCT MANUFACTURER'S
STANDARDS AND SPECIFICATIONS. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE COST OF
TESTING.
10. RESTORATION: THE CONTRACTOR, UPON COMPLETION OF THE PROJECT, SHALL RETURN ALL
ROAD, TRAILS AND ACCESS WAYS INTO AND OUT OF THE PROJECT AREA TO THEIR ORIGINAL
CONDITION. THIS WORK SHALL BE INCIDENTAL TO THE CONSTRUCTION OF THE PROJECT AND WILL
NOT BE PAID FOR SEPARATELY.
11. PROJECT WATER SUPPLY: THE CONTRACTOR SHALL BE RESPONSIBLE FOR OBTAINING A
PORTABLE WATER METER FOR CONNECTION TO ONLY THE CITY OF OWASSO FIRE HYDRANTS FOR
THE PURPOSE OF SUPPLYING THE ONSITE WATER NEEDS OF THIS PROJECT. THE FIRE HYDRANTS
LOCATED WITHIN THE PROJECT SUBDIVISIONS ARE NOT THE CITY OF OWASSO PROPERTY, AND ARE
SUPPLIED BY RURAL WATER DISTRICTS. THE CARRINGTION II SUBDIVISIONS ARE SUPPLIED BY
WASHINGTON COUNTY RURAL WATER DISTRICT NO. 3. THE CONTRACTOR SHALL COORDINATE WITH
THE PROJECT INSPECTOR AS TO WHICH NEARBY CITY OF OWASSO FIRE HYDRANTS MAY BE USED
FOR OBTAINING WATER. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ANY COSTS ASSOCIATED
WITH PROVIDING ONSITE WATER. ANY COST SHALL BE INCLUDED IN THE PRICE BID FOR OTHER
ITEMS OF WORK.
12. SCHEDULE:
THE CONTRACTOR SHALL FURNISH THE ENGINEER AND OWNER WITH A
CONSTRUCTION SCHEDULE FOR THE PROJECT. THE CONSTRUCTION SCHEDULE SHALL BE REVISED
AND RESUBMITTED WITH EACH PAY REQUEST. THE CONTRACTOR'S PAY REQUEST WILL NOT BE
PROCESSED WITHOUT A REVISED CONSTRUCTION SCHEDULE.
CONTRACTOR SHALL COORDINATE ALL STREET LANE CLOSURES WITH
SCHEDULED TRASH AND YARD WASTE PICKUP DAYS TO PREVENT CONFLICTS.

GENERAL NOTES
1. MOBILIZATION/DEMOBILIZATION:
UNDER THIS ITEM, THE CONTRACTOR SHALL BE RESPONSIBLE FOR FURNISHING ALL LABOR, MATERIALS AND
EQUIPMENT NECESSARY FOR ALL MOBILIZATION OF THIS PROJECT. MOBILIZATION SHALL INCLUDE, BUT NOT
BE LIMITED TO; EXPENSES ENCOUNTERED WITH LEGAL, PROFESSIONAL AND BONDING, MOVING ALL
NECESSARY EQUIPMENT ON AND OFF OF ALL JOB SITES, ALL TEMPORARY SANITATION FACILITIES TO
ACCOMMODATE THE MANPOWER ON THE JOB AT ANY GIVEN TIME, ANY TEMPORARY OFFICE FACILITIES THE
CONTRACTOR DEEMS NECESSARY, IN ACCORDANCE WITH ANY STATE AND LOCAL LAWS. THIS ITEM SHALL
INCLUDE ALL NECESSARY EQUIPMENT, SAFETY EQUIPMENT, GENERAL SAFETY PRECAUTIONS, SPECIALTY
TOOLS, SPECIAL PERMITS, AND ALL OTHER WORK REQUIRED TO COMPLETE THE PROJECT. MEASUREMENT
IS MADE PER A LUMP SUM.
2. HIGH DENSITY MINERAL BOND PAVEMENT TREATMENT:
UNDER THIS ITEM, THE CONTRACTOR SHALL INSTALL HIGH DENSITY MINERAL BOND PAVEMENT
TREATMENT,INCLUDING SURFACE PREPARATION, IN ACCORDANCE WITH THE MANUFACTURER'S STANDARDS
AND SPECIFICATIONS. THE CONTRACTOR SHALL INSTALL THE PAVEMENT TREATMENT ON THE ASPHALT
STREETS TO THE LIMITS DELINEATED ON THIS PLAN SET. STREETS BEING FURTHER DEFINED AS THE
RESIDENTIAL STREETS, CUL DE SACS, AND SUBDIVISION ENTRANCES OF THE FOLLOWING RESIDENTIAL
ADDITIONS TO THE CITY OF OWASSO IN THIS PLAN SET. THE CONCRETE CURB AND GUTTERS SHALL BE
PROTECTED FROM OVERSPRAY OF THE MATERIALS USED FOR THE PAVEMENT TREATMENT. MEASUREMENT
IS MADE PER SQUARE YARD OF MATERIAL INSTALLED AND ACCEPTED BY THE CITY OF OWASSO. PAYMENT
SHALL BE PLAN QUANTITY.
3. TRAFFIC CONTROL:
UNDER THIS ITEM, THE CONTRACTOR SHALL PROVIDE A TRAFFIC CONTROL AND WARNING SIGN PLAN TO THE
CITY OF OWASSO PUBLIC WORKS ENGINEERING DEPARTMENT FOR APPROVAL BEFORE COMMENCING THE
WORK. ALL STREETS BORDERING THE PROJECT SHALL BE KEPT OPEN TO ALL TRAFFIC UNLESS APPROVED
OTHERWISE BY THE DEPARTMENT. TEMPORARY TRAFFIC CONTROL DEVICES SHALL BE FURNISHED AND
MAINTAINED BY THE CONTRACTOR. THE CONTRACTOR SHALL ALSO PROVIDE NOTIFICATION TO THE LOCAL
RESIDENTS OF ALL LANE CLOSURES AND ACCESS RESTRICTIONS TO THEIR PRIVATE DRIVEWAYS A MINIMUM
OF 48 HOURS PRIOR TO THE CLOSURE. ALL TRAFFIC CONTROL DEVICES AND WARNING SIGNS SHALL MEET
THE REQUIREMENTS OF THE MANUAL OF UNIFORM TRAFFIC CONTROL DEVICES, LATEST EDITION.
MEASUREMENT IS MADE PER A LUMP SUM.
4. NEIGHBORHOOD SHUTTLE SERVICE:
UNDER THIS ITEM, THE CONTRACTOR SHALL PROVIDE SHUTTLE SERVICE TO THE INDIVIDUAL RESIDENCES
THAT ARE ALONG STREETS THAT ARE CLOSED FOR HA5 OPERATIONS. THIS SHUTTLE SERVICE SHALL BE
AVAILABLE BOTH TO AND FROM THE INDIVIDUAL RESIDENCES TO THEIR VEHICLES. THE RESIDENTS SHALL BE
PROVIDED A PHONE NUMBER TO CALL TO SUMMON THE SHUTTLE. DOOR HANGARS SHALL BE PROVIDED TO
ALL RESIDENCES AT LEAST 24 HOURS PRIOR TO THE CLOSURE OF THE STREETS OR PORTION OF THE
STREETS WITH THE NAME AND PHONE NUMBER OF THE PERSON IN CHARGE OF THE SHUTTLE OPERATIONS.
SHUTTLE SERVICE SHALL BE MANNED THROUGHOUT THE ENTIRETY OF THE STREET CLOSURE. A MINIMUM
OF ONE SHUTTLE AND DRIVER SHALL BE AVAILABLE FOR EACH ROAD SEGMENT CLOSED.
5. 4" WHITE PAINT TRAFFIC STRIPE (INSTALLED IN PLACE):
UNDER THIS ITEM, THE CONTRACTOR SHALL INSTALL 4" WHITE PAINT STRIPING AT THE LOCATIONS SHOWN
ON THE PLANS. MEASUREMENT SHALL BE MADE PER LINEAR FOOT OF 4" WIDE STRIPING PLACED. PAYMENT
SHALL BE FOR ALL LABOR, MATERIALS, EQUIPMENT, TRAFFIC CONTROL, MOBILIZATION AND EXPENSE
NECESSARY TO PERFORM THE WORK. STRIPING SHALL CONFORM TO ODOT SECTION 855.
