Mahoney City Center Project

The City of South Portland is inviting qualified development teams to submit proposals to serve as the City’s Development Partner for the redevelopment and adaptive reuse of the former Mahoney Middle School site in downtown South Portland. The City seeks a highly qualified developer with demonstrated experience in historic rehabilitation, adaptive reuse, and successful public-private partnerships (P3), including use of historic tax credits and other creative financial approaches.

The City intends to select a single Development Partner and enter into an exclusive relationship, which will include a pre-development evaluation and due diligence period anticipated to last 6-12 months. During the pre-development period the parties will collaboratively evaluate redevelopment alternatives, conduct public engagement, refine financing plans, and ultimately negotiate a “Development Agreement” or comparable contract that effectuates implementation of the final project proposal.

These proposals will be received until 2:00 PM on August 17th, 2026. Late proposals will not be accepted. City staff will email a confirmation receipt. Electronic copies must be received by the deadline. Proposals shall remain open to acceptance for ninety (90) days from their opening.
