Product/Service Description:
The Government requires a non-personal services contract to provide specialized maintenance, inspection, operator training, and expert witness testimony for three (3) Intoxilyzer 9000 breath alcohol testing instruments at the Directorate of Emergency Services, Fort Bliss, TX. The contractor shall furnish all personnel, equipment, supplies, tools, materials, supervision, transportation, and other non-personal services necessary to perform these functions, excluding Government-Furnished Property (GFP) and Government-Furnished Services (GFS).
Fort Bliss law enforcement conducts thousands of traffic stops annually on Federal properties and depends on the Intoxilyzer 9000 for accurate breath alcohol testing critical to prosecuting impaired drivers. Due to stringent legal and certification requirements, the Fort Bliss Provost Marshal’s Office cannot maintain an in-house certified maintenance and inspection program for these devices, necessitating this contract to ensure compliance with applicable laws and standards.
The contractor shall perform monthly on-site inspections, calibration, maintenance, and record-keeping to meet Texas State certification requirements. Additionally, the contractor must provide operator training and be available for expert witness testimony in court as needed. Compliance with Federal, Texas State, OSHA, and Army regulations is required.
