INVITATION TO BID:  IDLEWOOD SHORES WATER DISTRIBUTION SYSTEM IMPROVEMENTS
The Western Virginia Water Authority (Authority) will receive sealed Bids for the construction of the IDLEWOOD SHORES WATER DISTRIBUTION SYSTEMIMPROVEMENTS at the Authority’s WPCP Conference Room, 1502 Brownlee Ave., SE, Roanoke, Virginia, 24014, until 11:00 a.m. local time on Thursday, August 6, 2026, at which time the Bids received will be publicly opened and read aloud via virtual Teams meeting shortly after receiving Bids. Minority Owned Businesses (MBEs) and Women Owned Businesses (WBEs) are encouraged to respond.
Code of Virginia § 2.2-4303: All local public bodies shall provide an option to submit bids or proposals through eVA or other electronic means. In cases where bids or proposals are submitted electronically, the local public body may also require a certain number of paper submissions for review purposes.
Please be advised, the Western Virginia Water Authority will still be requesting hard copies to be submitted in our office by the deadline mentioned above.
The Base Bid Project consists of the removal of two well houses, installation of two pitless adaptor units, interior and exterior piping, chemical feed system, electrical and control systems, and related appurtenances as shown on the Plans and as described in the Contract Documents. The new treatment building shown on the Plans has been procured and installed by the Western Virginia Water Authority.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. Bid security shall be furnished in accordance with the Instructions to Bidders.
Prospective Bidders must examine and download the Bidding Documents at www.westernvawater.org under ‘I AM A…BIDDER/CONTRACTOR/CONSULTANT, Invitations to Bid’. All questions and technical inquiries must be submitted in writing to the Owner’s primary contact, James Morris (email james.morris@WesternVaWater.org).
A non-mandatory pre-bid conference will be held on Thursday, July 30, 2026, at 10:00 a.m. via a Teams meeting. Prospective Bidders are encouraged to test the provided link to the Teams meeting well in advance of the pre-construction conference to confirm access and compatibility. Prospective Bidders may attend in-person at the WPCP Training Room, at the address listed above.

Bidders are referred to the Code of Virginia § 54.1-1100 et seq. for contractor requirements. Bidders shall provide evidence of authorization to transact business in the Commonwealth of Virginia by providing the identification number issued to Bidder by the State Corporation Commission in accordance with the Code of Virginia § 2.2-4311.2, Title 13.1, Title 50, or as otherwise required by law. The Authority does not discriminate against a bidder or offeror because of race, religion, color, sex, sexual orientation, gender identity, national origin, age, disability, status as a service disabled veteran, or any other basis prohibited by state law relating to discrimination in employment. The Authority does not discriminate against faith- based organizations in accordance with the Code of Virginia § 2.2-4343.1. A Bid may be withdrawn in accordance with the Code of Virginia § 2.2-4330 by giving notice in writing of Bidder’s claim of right to withdraw Bid within two business days after the conclusion of the bid opening procedure and submitting original work papers with such notice.
