INVITATION FOR BID
Sealed Bids for Contract No. PW-26-11, HYDRANT REPLACEMENT (the “Work”) will be received
by the Town of Tewksbury at the Department of Public Works office, 999 Whipple Road, Tewksbury,
MA 01876, until 11:00 AM, on October 23, 2025, at that time and place, bids will be publicly opened
and read aloud.
The Work under this contract shall consist of removing approximately 25 hydrants and installing new
hydrants, as well as installing an additional 7 hydrants in locations which the main terminates with no
hydrant or hydrant needs to be relocated. The Work also includes installing gate valves, valve boxes
and covers, miscellaneous work and cleanup between January 1, 2026 and November 15, 2026. The
intent of this contract is predominately a labor only contract as most materials will be supplied by the
Town.

Contract Documents may also be examined, but not obtained, at the DPW office during the following
hours: 8:00 a.m. – 4:00 p.m. Monday through Thursday.
Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by
a Bid Security in form of a bid bond, or certified check, and/or a treasurers or cashier’s check issued by
a responsible bank or trust company in the amount of 5 percent of the bid.
Bidders may not withdraw their Bids for a period of 45 days, excluding Saturdays, Sundays and legal
holidays, after the actual date of the opening of the Bids. Complete instructions for filing Bids are
included in the Instructions to Bidders.
Minimum Wage Rates as determined by the Commissioner of the Department of Labor and Workforce
Development under the provision of Massachusetts General Law (M.G.L.) c. 149, § 26 to 27D, as
amended, apply to this project. It is the responsibility of the Contractor, before bid opening, to request
if necessary, any additional information on Minimum Wage Rates for those tradespeople who may be
employed for the proposed work under this Contract.
The bidding and Award of this Contract will be under the provisions of M.G.L. c. 30, §39M. The
Town reserves the right, in its absolute and sole discretion, to waive any informality in or to reject
any or all Bids if deemed to be in its best interest.
