Subject: Request for Proposal No. 26-00044-ARIB - L-Line (Market Frankford Subway Elevated or "MFSE" Automated
Train Control (ATC) Replacement Project.
The Southeastern Pennsylvania Transportation Authority (SEPTA) is soliciting proposals from qualified agencies for the L-
Line ATC Replacement Project. The qualified contractor shall be able to provide services that include but are not limited to
completing final design, then furnishing and installing required equipment to replace the existing signal system and support the
new M5 vehicle Automatic Train Control (ATC), Automatic Train Operation, Real-Time Vehicle Location (RTVL), Work Zone
Blocks (WZB), remote Temporary Speed Restrictions (TSRs), Train-to-Wayside Communication (TWC) and New Centralized
Traffic Control (CTC) Equipment.
Written requests to obtain the contract documents should be submitted to SEPTA's Procurement and Supply Chain
Department, 1234 Market Street, 11th Floor, Philadelphia, PA 19107 and may be made via e-mail at rburden@septa.org to
the attention of Racquel Burden. A non-disclosure form will have to be completed prior to receiving the request for
proposal documents.
Proposals shall be submitted in two (2) separate parts, enclosed in two (2) separate packages, and identified as Technical Proposal
and Cost Proposal. Cost proposals will not be opened until the technical evaluation is completed.
A Pre-Proposal Meeting will be held on Tuesday, May 26, 2026 at 11:00 am, in SEPTA's 3rd Floor Auditorium, 1234
Market Street, Philadelphia, PA 19107. A representative of your company should be present to discuss the proposed work with
representatives of SEPTA.
All questions pertaining to this request for proposal must be submitted in writing to SEPTA, 1234 Market Street, 11th Floor,
Philadelphia, Pennsylvania 19107, Attn: Racquel Burden, Procurement & Supply Chain Management Dept. via e-mail
rburden@septa.org. The first set of questions must be received no later than 3:00 pm on Wednesday, June 10, 2026.
Two (2) copies of the Technical Proposal along with a PDF copy on a thumb drive and Two (2) copies of the Cost Proposal
are to be submitted to SEPTA, in writing by no later than 3:00 pm EST. on Thursday, August 27, 2026. Please direct all

CAUTION: Subsequent correspondence and follow-up documentation concerning this Request for Proposal No. 26-00044-ARIB
will only be sent to consultants who have submitted written requests (via email) for the proposal documents. It is the consultant's
responsibility to assure that it has all the necessary correspondence and documents from SEPTA to properly prepare its proposal.
Any request for change, modification, addition, or deletion of any aspect of these Contract Documents must be made in writing
and submitted with your technical proposal. Contract changes, modifications, additions, or deletions can be affected only by
a written addendum issued by SEPTA.
Subject to SEPTA's right to reject any and all proposals and/or to negotiate separately with any firm in any manner deemed
appropriate to serve its best interests, if any award is made as a result of these proposals, it will be made on the basis of the proposal

which best satisfies the intent of the RFP and other factors considered in the best interests of SEPTA.
SEPTA, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 253, 42 U.S.C. 2000d to 2000d-4, and Title 49, Code
of Federal Regulations, Department of Transportation, SubTitle A, Office of the Secretary, Department of Transportation, in
Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all proposers that it
will affirmatively, insure that in regard to any contract entered into pursuant to this advertisement, disadvantaged business
enterprises will be afforded full opportunity to submit proposals in response to this invitation, and will not be discriminated against
on the grounds of race, sex, color, or national origin in consideration for an award.
Consultant will be required to comply with all applicable Equal Employment Opportunity laws and regulations. All proposers will
be required to certify compliance with Executive Order 12549 (ineligible contractors).
Any contract issued as result of this solicitation is subject to a financial assistance contract between SEPTA and U.S. Department
of Transportation.
Oral, telegraphic or telephonic proposals or modifications will not be considered.
