SPECIFICATIONS AND PRICING
1. DESCRIPTION: The purpose of this Invitation to Bid (ITB) is to obtain a contractor to provide 47,000 copies of issue 6 of the 2025
Wild Ohio Magazine for use by the Ohio Department of Natural Resources by January 6, 2026. This project involves printing, bi nding,
and mailing specifications.
2. QUANTITY: 47,000 Total
A.) MAGAZINES TO BE PRINTED: 47,000
B.) MAGAZINES TO BE MAILED: 46,500 (max)
3. UNIT PRICE AWARD: Bidder shall not insert a unit cost more than 3 digits after the decimal point. Digit(s) beyond 3, after the
decimal point shall be dropped by DAS and not used in evaluation and any subsequent award. To determine the low lot total price
of the ITB, the state will multiply the estimated usage of each item by its corresponding unit price and add the totals together.
Failure to bid all items will disqualify your bid.
4. SPECIFICATIONS: This is a 36 total page 8.25in x 10in magazine, 32 pages of text PLUS cover, saddle stitched, printed four (4)
color process. The final trimmed size must be 8.25 inches x 10 inches. UV coated cover. Presswork is not to be subcontracted.
A. SIZE: 8.25in x 10in (No under-sizing allowed).
B. STOCK: Cover: White, Gloss coated 80# Cover Stock, brightness of 92 or better is required, Final size is 8.25in x 10in.
Text: White, coated 70# Text, brightness of 92 or better, Final size is 8.25in x 10in. No undercutting.
C. PRESSWORK: Full color, full bleed, two-sided, saddle stitch, 32 pages plus cover.
Cover: Two-sided, full bleed, four (4) color process at a minimum of 200 dpi. Clear gloss UV coating on outer cover
except where the address is imprinted.
Text: Two sided, full bleed, four (4) color process throughout at a minimum of 120 dpi.
D. INK: Cover: Four (4) color minimum process throughout at 200 dpi or higher.
Text: Four (4) color minimum process throughout at 120 dpi or higher.
Addressing: One color - offset or digital (direct print or label)
E. ARTWORK: A high-quality print pdf with 0.25in bleeds on all sides with offset cropmarks and color conversion set to
destination will be provided to the awarded vendor via email or vendor ftp portal.
F. BINDERY: All magazines will be saddle stitched.
G. SUPPLIED TO VENDOR: See section 4-E ARTWORK and section 4-J FULFILLMENT and MAILING
H. PRESS PROOF: Proof(s) will be viewed for accuracy in color, graphic links, and registration. One (1) high resolution exact
color match hard copy press proof is REQUIRED. As part of the proofing stage, we require a sample that accurately
represents the resolution/dot of an imprinted address.

I. PRESS CHECK: (ON SITE PRESS SHEET) The opportunity for an on-site inspection of the press sheet is REQUIRED. If
attended by representative(s) of ODNR, an approved press sheet will be required prior to production. No production sheets
from any form prior to a signed approval from an ODNR representative will be accepted nor count towards the final quantity.
In the event a ODNR representative cannot attend an onsite press check, a second high-resolution proof may be requested
that will be retained by the client (Division of Wildlife) to ensure reasonable quality control was administered to the final
product. If a second high-resolution proof is requested, then it must be provided by the vendor
J. FULFILLMENT AND MAILING: Vendor will be responsible for addressing in accordance with all USPS regulations.
1.) MAILING LIST: The mailing list will be ready on January 12, 2026. A Microsoft Excel file containing the mailing list will be
made available by the ODNR Division of Wildlife to the vendor (upon request). The vendor shall imprint or label mailing
addresses including customer ID numbers on the back cover of each magazine in the space provided.
2.) ALL MAGAZINES TO BE ADDRESSED WILL REQUIRE:
a.) Imprint addresses and customer ID number, the vendor has the option of printing directly
onto the magazine or use of a label,
b.) CASS encoded address,
c.) Zip + 4 Code sort,
d.) Periodical Bulk Mail count/bundle,
e.) Periodical Bulk Mail,
f.) Permit Number 7701 pack/ticket bag, and must run
g.) CASS report/NCOA prior to imprinting the addresses.
3.) NCOA: The vendor is to process the mailing list provided through the NCOA database to ensure address accuracy.
4.) DELIVERY & ROUTING: All mailing must route through the United States Post Office at 2323 Citygate Drive, Columbus,
Ohio 43218. The vendor must provide a receipt or of delivery to the USPO that indicates date and weight delivered. All
postage will be handled by the Division of Wildlife. Permit issued by proof the Columbus USPO.
5.) PS FORM 3541: The vendor must supply a copy of PS Form 3541 (current version) showing the breakdown cost for this
mailing to Chad Crouch via email (pdf format).
K. ADDRESS CONTENT & FORMAT: The addressing for all magazines must be in accordance with USPS regulations. All
addresses are to contain the following information: identification number, expiration date, first and last name, street address,
city, state, and zip. Utilize the following examples for address content and layout.
6. DELIVERY:
1.) Addressed Magazines (subscriptions): ALL addressed magazines must be delivered to the USPS Citygate facility on
or before February 2, 2026. All mailing magazines MUST route through the United States Post Office at 2323 Citygate
Drive, Columbus, Ohio 43218. It is the vendors responsibility to ensure USPS delivery guidelines are met for that facility.
2.) Remaining Magazines (not addressed): Remaining magazines that are not mailed to subscribers are to be delivered to
the Ohio Division of Wildlife's warehouse AFTER the mailing magazines are delivered to the USPS to ensure subscription
coverage. Carton packed in standard 200lbs. test corrugated cardboard boxes in quantities of 100-200 magazines per
box. Each box is to be labeled “Jan/Feb WildOhio, Issue 1 2026. Please notify Chad Crouch and/or the warehouse staff
1 day prior to estimated warehouse arrived. Ship remaining magazines to address below.

9. INVOICING: All invoices are to be submitted DIRECTLY to the Ohio Financial Shared Services (FSS).
A. There are two options available to submit invoices to FSS:

B. Please indicate the origin code “N22” on the invoice with the title/name of our agency.
This number is specific to the Ohio Division of Wildlife and will offer faster and thorough processing.
C. See the comment section of the awarded PO for specific invoice details and the most up-to-date information.
6. AFFIRMATION AND DISCLOSURE FORM BELOW MUST BE COMPLETED PRIOR TO THE AWARD. RETURN TO
PURCHASING ANALYST IN SEPARATE EMAIL. PLEASE INCLUDE JOB NUMBER AND TITLE IN THE SUBJECT LINE OF THE
