Purpose:
The U.S. International Development Finance Corporation (DFC), is seeking qualified Environmental and Social (E&S) consulting firms to provide on-demand technical assistance to support DFC’s environmental and social risk management responsibilities. Support will be provided to the Office of Development Policy (ODP) on a task order basis to assist with the screening, due diligence, monitoring, and specialized E&S reviews across DFC’s financed projects. The anticipated contract type is Labor Hours with the capability for Firm Fixed Price.
Background:
DFC is the U.S. Government's developing finance institution. DFC partners with the private sector to finance solutions to the most critical challenges facing the developing world today. DFC invests across sectors including but not limited to energy, healthcare, critical infrastructure, and technology. DFC investments adhere to high standards and respect the environment, human rights, and worker rights.
DFC investments are subject to a comprehensive environmental and social review process, including screening, due diligence, monitoring, specialized reviews, and clearances. Investments must comply with the DFC Environmental and Social Policy and Procedures (ESPP 2024), the IFC Performance Standards, World Bank environmental Health and Safety Guidelines, and other applicable international good practices and U. S. Government requirements.
The Office of Development Policy (ODP) seeks to establish a Labor Hour contract with a qualified environmental and social consulting firm to provide flexible, on demand technical assistance to support complex and time-sensitive E&S assignments.

Support may be provided at various stages of the investment lifecycle and across multiple E&S topic areas. All work will be conducted under DFC direction and in accordance with applicable standards. The anticipated period of performance consists of an Indefinite Delivery, indefinite Quantity contract with a five-year ordering period.
This synopsis is not a request for proposals or quotes. However, the government intends to issue a draft Statement of Work with an invitation for a reverse industry day.
