I. INTRODUCTION
This Request for Qualifications and Proposal (“RFQ/P”) seeks qualified architectural firms
to provide interior architectural services for Assessment, Conceptual Design,
Construction Documents, and Construction Support to renovate the kitchen, and selected
interior spaces at the 13,460 sq.ft. Arroyo Vista Recreation Center located at 4550 Tierra
Rejada Road. (see Appendix I).
II. BACKGROUND
DETAILED PROJECT DESCRIPTION
The Arroyo Vista Recreation Center is the hub of the Parks and Recreation Department.
Built in 1993 the Recreation Center functions as office space, recreation classroom
space, and community center space and is heavily used. It has not been renovated since
it was built and is in need of interior and exterior renovations. When the center was built
the kitchen was not fully built out and was to be completed at a later date. With the
increasing popularity of recreation classes, preschool, summer camp programs, and
facility rentals it is now appropriate to build out the kitchen. There is also need for addition
of a dedicated staff breakroom area, installation of a facility surveillance system, remodel
of the public counter to include an ADA-accessible counter area as well as various
deferred maintenance items such as deteriorated window seals, exterior paint, flooring,
ceilings, interior painting, acoustic paneling, and minor life safety upgrades.
The City has established a construction budget for the Project (hard costs) not to exceed
five hundred thousand dollars ($500,000). The Firm will work within this budget and
identify those items that can be provided within the project budget and assist City with
prioritizing what should be included. City is relying on Firm’s expertise in this regard and
in the execution of all work under this Agreement. During the planning and concept design
process, Firm will notify City of any design plans, requests, or issues that will have the
potential to increase the construction budget and City will advise Firm accordingly.
III. SCOPE OF SERVICES / DETAILED TASK BREAKDOWN
Interested firms will be responsible for interior architectural design services including
programming the kitchen, identifying where breakroom space can be provided, ADA
improvements for the public counter and provide an interior design update of the identified
spaces. Firms shall generally provide for all staffing and consultant needs to provide the
identified services. Reimbursements such as mileage and printing shall be included within
anticipated costs and should not be requested separately. Generally, the City will not
require paper copies of plan documents for review and project meetings can be
accommodated via electronic methods, as needed.
It is anticipated that the project will move forward in two phases. Phase I will include the
following tasks:

a) City will provide an initial budget to help define the scope of the project. Firms will
review the budget and the proposed project elements and meet with City to
determine the ultimate project scope that can be achieved.
b) Firms shall conduct meetings and develop a program to identify the locations and
layouts for the requested project elements, including generating a list of necessary
equipment, storage, space needs, and utility demands for the design. Up to two
options will be presented for review.
c) Firms will provide interior design assistance for interior/exterior finish upgrade and
design selection.
d) Firms will provide assessment of building envelope and acoustics in order to
provide the best solution for mitigating window leaks and acoustics in classroom
and community spaces.
e) Firms will provide Mechanical, Electrical, and Plumbing engineer review to identify
infrastructure needs of the two options based on available utilities and roof
constraints.
f) Firms will provide Technology scope to provide design of facility surveillance
system to integrate with City’s selected security surveillance system, Milestone
with Axis Cameras.
g) Once a preferred option is selected, Firms will prepare a probable cost for both
construction and equipment.
h) Firms will evaluate the cost and benefit of the selected scheme and adjust per City
direction.
Phase 2 will include the following tasks:
a) Once an option has been selected, Firms and consulting engineers will prepare
drawings and specifications for purposes of permitting and bidding. City will review
drawings at 50% and prior to permit submittals.
b) Cost estimating should be performed at 50% and 100% drawings.
c) Upon approval of the City of the construction drawings, Firm will submit permit
applications to City planning, building, and local health department (if required for
Kitchen). Firms will revise and resubmit as needed from planning and building and
safety. Firms will be responsible for securing all permits prior to competitive bidding
and finalizing construction documents. Permit ready plans will be considered 100%
plans. The City does not run the water/sewer utility or electric utility. Upgrades in
these systems will require permitting through outside agencies. Firms should
consider this in their proposals.
d) Firms will provide assistance during the bidding process to answer Requests for
Information, issue addendums and evaluate bids.
e) Once a bidder is selected and a contract awarded, Firms will provide construction
administration assistance including attendance at Pre-Construction Meeting and
regular jobsite meetings, perform regular job inspection visits, respond to RFI's
and review submittals and shop drawings, review contractors request for
construction change order including cost estimating, review contractor's

application for progress payments, complete punch list, prepare/review as-built
plans; and perform project closeout.
Additional Tasks to Consider
In addition to the tasks listed above, the Consultant shall also conduct the following
services:
Meet with the City approximately every two weeks to report on the progress of the
work. A brief written summary of these meetings shall be prepared by the
Consultant and submitted to the Project Manager.
Provide, at Consultant’s sole expense, electronic copies of all documents
developed during the contracted period with the City. Drawings are to be submitted
to City in AutoCAD 2012 or earlier, and documents shall be prepared utilizing
Microsoft programs, i.e., "Word," "Excel," "PowerPoint,"
The City expects the Consultant to prepare a comprehensive proposal with
recommendations, actions, and procedures to accomplish the objectives set forth above.
The City seeks a Consultant who is committed to providing high-quality work in a
reasonable timeframe that meets all applicable state and federal regulations.
The City shall provide all relevant data in its possession that pertains to this project in
support of the Consultant's professional services. The City assumes no responsibility
whatsoever with respect to the sufficiency or accuracy of any information supplied. The
Consultant shall be responsible for evaluation of all information supplied by the City.
The City's Project Manager will direct and coordinate this Project. The Consulting Project
Manager shall receive, coordinate and transmit reports and documents to and from the
Consulting team and act as liaison.
IV. PROPOSAL CONTENT/FORMAT
The Firm shall submit a Technical Qualifications Proposal and a Detailed Cost
Proposal. The two proposals should be provided via e-mail as two separate files with
“AVRC RENOVATION” noted in the subject line.
