Project Description: Hillsborough County intends to recommend the award of a sole source procurement of design and creation of unique educational and engaging exhibits to showcase Hillsborough County’s cultural and historical connection to military conflicts to Hepner Architects, Incorporated. This is a one-time purchase of the design and creation of the displays at an estimated cost of $749,000 to Creative Arts Unlimited, Inc and $37,450 to Hepner Architects, Incorporated, for project oversight utilizing an existing CCNA contract (23513,1) providing miscellaneous professional architectural/engineering services. The ceiling and floor displays will contain both print and digital content, as well as interactive audio and video features. The displays will contain LED screens with animated content and sound, interactive computer elements, and physical artifacts done in an artful and creative manner. The displays will be housed at the new cultural center at Veterans Memorial Park and Museum, 3602 US Highway 301, Tampa, Florida 33619. This procurement is being made in accordance with Section 3-205 (2) (g) County’s Procurement Policy as defined as a unique expertise, background in a recognized field of endeavor, the result of which may depend primarily on the particular individual's or firm’s invention, imagination, or talent. Service provider must have advanced or specialized knowledge, and/or significant expertise gained over an extensive period of time in a specialized field of work. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached proposal must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source Project and must be submitted using the “submission” section in EUNA Procurement, formally known as Bonfire, for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
