1.0 THE OPPORTUNITY
1.1 The University of Alberta is inviting Contractors with proven experience successfully completing Work on construction projects to submit a Proposal for Boiler 4 Burner Replacements and Fuel Train Piping Upgrade.
1.2 The University is acting as the Consultant, as defined in the General Conditions of Construction.
1.3 Proponents are advised to carefully read the Instructions to Proponents and all sections of this Request for Proposal (RFP). Note that Schedule 2 Proponent Information & Submissions lists all of the Schedules and Submittals that are to be submitted with the Proposal.
1.4 In the event of a conflict or inconsistency including, without limitation, any term, condition, meaning, attachment or deliverable contained in the Construction Documents prepared by the Consultant which is inconsistent or in conflict the Agreement (including General Conditions of Construction, General Conditions of Insurance CCIP, Supplementary General Conditions, General Requirements, etc.) the provisions of the Agreement shall prevail and govern.
2.0 OVERVIEW OF THE PROJECT AND THE WORK
2.1 General Overview - The University of Alberta Heating Plant facility is an integral part of the University’s District Energy System (DES), providing steam, electricity, demineralized water, and compressed air to the greater north campus area, including the University Hospital and Cross Cancer Institute.
This project involves the demolition of the existing boiler #4 burners, piping, structural and instrumentation and electrical components, followed by the installation of new low NOx burners, structural supports, burner platform, piping, and electrical and instrumentation infrastructure to support the installation of the new Burner Management System (BMS) for the boiler.
2.2 Project Work Overview
• Demolition and disposal of existing piping systems, burners, burner platform, instrumentation and electrical components and cabinets associated with the existing burner installation for boiler #4.
• Engineered design, fabrication and installation of adapters (spacers) required to install the new burners into the existing wind-box.
• Engineered design, fabrication and installation of new burner structural platform.
• Installation of six new low NOx burners supplied by the owner.
• Fabrication, Installation and testing of piping systems consisting of natural gas, steam, propane, fuel oil and instrument air to support the new burner installation.
• Supply and installation of all pipe insulation and cladding.
• Fabrication, supply and installation of required piping supports, manual valves, gauges, control valves, strainers and instruments.
• Adjustment to existing windbox baffling and/or installation of new windbox baffling will be required. Preliminary details for costing purposes will be added to the RFP the week of April 14, 2025. Detailed design documentation will be provided in May 2025.
• Installation of electrical and control wiring, including cable tray and junction boxes to support the installation of the new boiler burner management system is required. The electrical and instrumentation design is currently in progress, preliminary details for costing purposes will be added to the RFP the week of April 14, 2025. Detailed design documentation will be provided in June 2025. Electrical scope will include, but not be limited to the following:
o Remove all field wiring, conduit and tray that is no longer supporting instruments and controls wiring.
o Supply and install instrument mounting for any instruments that are not supplied with adequate mounting.
o Supply and install wiring and junction boxes to connect all instruments and controls listed in the attached instrument index, cable schedule, wiring diagrams, instrument and controls layout drawings. Existing tray is very old and not recommended for reuse. Removing unused tray after wiring is demolished is desirable if possible. Existing conduit should be removed if unused as well.
o Supply and install all power connections for new Boiler 4 BMS Delta V cabinet including but not limited to UPS power, standard power, grounding.
o Supply and install multimode fibre communications connections for new Boiler 4 BMS Delta V cabinet. This shall include all required fiber cable, patch panels, terminations and testing of fiber cables.
o Complete point to point checks on all install wires / cables.
o Supply and install cable tags and equipment for all new and modified cables, conduits, enclosures and junction boxes.
o Supply and install wire tags (heat shrink) for all new and modified wires.
o Red line drawings, sign and date redlines.
2.3 Changes to the Construction Work Package
• Despite section 2.1.3.4 (mechanical scope) of the CWP, supply of the control valves is not required. Control valves, regulators, instrumentation equipment will be supplied by the University of Alberta Heating Plant.
• Despite section 2.2.2 (work excluded) of the CWP, installation of electrical and control wiring, including cable tray and junction boxes to support the installation of the new boiler burner management system is required.
• Despite section 2.1.5.1 (instrumentation scope) of the CWP, wiring and/or instrument air runs to and from individual instrumentation equipment is required.
• Despite section 2.2.3 (work excluded) of the CWP, fabrication and installation of all instrument air hook ups is required.
• Additional orifice flange connection for FIC-4001B and thermowell connection for TT-4080B on the fuel gas main piping (updated on the P&ID, but not updated in the CWP documentation)
• Additional 1 ½” flange connections for XV-4014 on the pilot fuel gas main piping (updated on the P&ID, but not updated in the CWP documentation)
2.3 Contractor Project Requirements
• Function as Prime Contractor for the project.
• Complete all work detailed in the construction work package (CWP), including the supply of all materials and equipment as specified.
• Perform all planning and execution of the work necessary to complete the demolition and construction in accordance with the CWP, including any necessary revisions.
• Field verify all detailed drawings and dimensions prior to commencing construction and installation
• Complete as-built drawings as required
• Protect existing installations adjacent to the work area from damage.
• Coordinate all work with the owner, including other contractors onsite.
• Remove and dispose of waste and surplus material as required by the owner.
• Laydown will be available within the Stack 2 gated compound. See attached reference document.
