You are invited to review and respond to this Request for Proposal (RFP), entitled 2025-RFP-140 – Affordable Multifamily Rental Housing Development 80% AMI (PLHA 2021 Funded) . In submitting your proposal, you must comply with the RFP documents. Proposals are due no later than 5:00 pm on Tuesday, February 10, 2026 , through the Procurement Portal.
Through this RFP, the County of Yuba is seeking both for-profit and nonprofit housing developers to propose use of the County’s 2021 PLHA funds as gap funding for the development of affordable multi-family rental housing that will serve residents at 80% Area Median Income (AMI) or less in unincorporated Yuba County.
The highest scoring proposal will demonstrate how it will create the most impact in the County, is cost effective, project ready (completed within approximately 48 months of funding commitment), and how it will leverage additional funding from public and private sources.
Note: due to project deadlines, the County intends to award a bidder as soon as is practicable. Please inform iscott@yuba.gov as soon as possible if an extension to the submission deadline is needed to accommodate submitting a bid.
As a condition of accepting the funding from the County due to the conditions of the funds from the funding source, the successful bidder will be required to agree to the terms as provided in the templated following documents:
Funding awarded as a result of this RFP will be provided as gap funding for the development of affordable housing in the form of a fully deferred, low interest rate loan with a term of 55 years. The loan shall be evidenced through a Promissory Note secured by a Deed of Trust and a Regulatory Agreement restricting occupancy and rents for 55 years. The County will conduct annual monitoring of project as required by the State. Specific loan terms will be discussed with the awarded developer before final contract documents are drawn.
Additionally, the Regulatory Agreement shall be recorded in first position for the benefit of the County, and name the State as a third-party beneficiary with the rights and privileges of enforcement.
The awarded grant funds may be used for the following Eligible Use:
Predevelopment, development, acquisition, rehabilitation, and preservation of multifamily rental housing that is affordable to extremely low-, very low-, or low-income households (up to 80% AMI), including necessary operating subsidies.
Predevelopment costs such as the purchase of land or buildings, or acquisition must result in the development, rehabilitation, and/or preservation of Affordable rental housing, as otherwise there is no actual housing outcome of the predevelopment or acquisition assistance.
