Description

The Consumer Financial Protection Bureau (CFPB) intends to make an award to Planning, Arrangements, Logistics Specialists, LLC, (P.A.L.S.) 1825 L St Ne Washington DC, 20002-3023, on a sole source basis, under authority of FAR 6.302-1 for the Disability and Accessibility Program (DAP) that provides oversight to ensure Bureau compliance under the Rehabilitation Act of 1973, which prohibits disability-based discrimination in federal employment and programming.



DAP builds and supports a productive work environment that proactively recruits, hires, retains and promotes persons with disabilities. DAP centralizes the Bureau's main disability program services into one program, providing better leveraging of disability expertise across the Bureau. DAP provides training to Bureau employees and managers to ensure that disability programs, services, and resources are highlighted, accessible, and available for use at all times. DAP also coordinates with Bureau stakeholders on disability related programs to ensure employees with disabilities are enabled to do their best work to meet the Bureau's mission, and to ensure that disabled applicants and consumers find our employment opportunities, products, services, programs, information technology, and facilities accessible.



The primary purpose of this action is to provide the Bureau Personal Assistance Services (PAS) to CFPB employees with disabilities, as needed.



P.A.L.S. specialized services consists of, but not limited to, the following hygiene needs as an Employee with a Disability (EWD) CFPB office location as well as an official Government travel:



a) Rental of electric hospital bed and commode/shower wheelchair;



b) Transferring to and from bed;



c) Dressing and grooming;



d) Meal preparation;



e) Toileting; and



f) Transferring to and from commode, etc.





The following services are also be required:



SKILLED ASSISTANCE SERVICES ATTENDANT



The Personal Assistance Services Attendant shall have the necessary local licensing and certifications to perform such skilled personal care needs such as catheter care, bowel programs, tube replacements, etc.



PROFESSIONAL READER



The Contractor shall have exceptional oral and organizational skills. Another primary responsibility shall be to read material that is otherwise inaccessible so someone that is blind/low vision or certain cognitive disabilities.



NOTE-TAKER



The Contractor shall have good keyboarding skills and shall be able to provide abbreviated transcript of a meeting/event.



SIGHTED-GUIDE



The Contractor shall exhibit cultural sensitivity, experience and knowledge of how to work with and guide Blind and Low Vision people.



ORIENTATION SERVICE FOR BLIND/LOW VISION



The Contractor shall have a keen background and knowledge of mobility orientation techniques orientate legally blind persons to a new business or business related environment.



Based on market research, no other vendors that were engaged could provide these specialized services. Other vendors found had limited abilities with providing personal assistant services that were broader than basic administrative functions. The Bureau requires PAS services as detailed above, and P.A.L.S has rendered information showing that they can accommodate the scope of the Bureau's need for PAS.



This is not a solicitation; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency, no later than August 19, 2025.
