BACKGROUND
Lee County is seeking a Pure Storage stretched cluster storage array system, Purity Active Cluster.
1. SCOPE
The Lee County IT Department is seeking quotations on a specific Pure Storage Active Cluster array.
1.1 PRIMARY PURE STORAGE ACTIVE CLUSTER SPECIFICATIONS
Dual-array FlashArray//X20 R5 all-flash storage solution designed to support performance-
sensitive and availability-critical workloads commonly deployed in State and Local Government
(SLED) environments, including virtualized server infrastructure, databases, and shared storage
services.
If an alternate solution (other than Pure Storage) is quoted then firm must document how the
solution will be upgradable in the future in a non-disruptive manner, and must document how
future years will not incur capital expenditure to replace the solution. Proposals of any alternative
solution shall provide history and evidence of having non-disruptive upgrade paths for the last 10
years. This should include details of transition of media types such as SAS/SATA SSD to
NVMe, non-disruptively.
The solution consists of two (2) FlashArray//X20 R5 systems, each built on an active-active dual-
controller architecture. Both controllers operate concurrently and provide continuous data access,
eliminating planned downtime during software upgrades, controller maintenance, or hardware
refresh activities. This architecture is intended to support high availability requirements typical of
county and municipal data centers. The controllers will be installed in separate buildings and
connected with a 10Gbps dedicated layer 2 link.
Each FlashArray//X20 system should be configured with high-density flash capacity (~90TB raw
per array) using enterprise-grade flash modules. The arrays should provide consistent low-latency
performance across mixed workloads and maintain performance predictability as capacity
utilization increases.
Connectivity should be provided through 25Gb Ethernet host interfaces, enabling high-
throughput, low-latency integration with modern data center network fabrics. The solution should
support industry-standard Ethernet connectivity and should be compatible with common
hypervisor and operating system environments used in SLED deployments.
The proposed solution should include advanced support services with Evergreen Forever,
providing proactive system health monitoring, non-disruptive upgrades like controller refreshes
every three years, and access to vendor technical support resources. Support services are designed
to minimize operational risk, reduce unplanned outages, and simplify lifecycle management over
the life of the system.
To ensure proper implementation, the solution should include professional installation and
deployment services, covering physical installation, initial configuration, system validation, and
handoff according to vendor-recommended best practices.

3. QUESTIONS
Written questions shall be e-mailed to kedwards@leecountync.gov, by the date and time specified above.
The subject line for questions should be “Pure Storage Purity ActiveCluster – Question”.
Questions received prior to the submission deadline date, the IT Director’s response, and any additional
terms deemed necessary by Lee County will be posted in the form of an addendum to the County Finance
Portal https://leecountync.gov/departments/development_services/bid_opportunities/ and shall become an
Addendum to this RFP. No information, instruction or advice provided orally or informally by any
County personnel, whether made in response to a question or otherwise concerning this RFP, shall be
considered authoritative or binding. Firms shall rely only on written material contained in an Addendum
to this RFP.
Inquiries should be submitted no later than the date and time noted under Section 2. SCHEDULE.
Questions answered verbally will be followed up by written addenda as deemed necessary; oral
interpretations shall have no effect.
4. SELECTION CRITERIA
Respondents should address each of the specifications listed. Response document shall be no more than
25 pages (one-sided). The page limit does include the coversheet but does not include any issued addenda.
5. SUBMISSION CRITERIA
Firms interested in quoting the equipment and service requested must submit the following information:

2. Responses received after the announced time and date for submittal, whether by mail or
otherwise, will be rejected. Firms are responsible for ensuring their response is received before the
deadline indicated.
3. Responses submitted by telephone, telegraph, email, text message, or facsimile shall not be
accepted.
Note the firm(s) name, address, and phone number of the contact person on the cover of the
envelope. All RFP responses, regardless of delivery method, shall be received by the date and
time noted under SCHEDULE. RFP responses may be sent via US Mail, FedEx, UPS or hand
delivered. Faxed RFP responses will not be accepted.
6. METHOD OF AWARD
Responses will be reviewed by the Lee County IT Department and evaluated based on the total cost of
equipment and services along with the ability to match the specification criteria above. Submitting firms
may be asked to supplement their initial response with additional written material.
The County reserves the right to award this contract to the firm that it believes best demonstrates the
ability to fulfill the requirements of the equipment. The successful firm(s) will be chosen based on the
qualifications, selection criteria evaluation as demonstrated in the response, possible interviews and other
available information. All firms submitting a response will receive notification once the contract has been
awarded.
The firm(s) selected will be given the first right to negotiate an Agreement acceptable to the County. A
detailed scope of work will be collaboratively developed by the selected firm and the County to base the
fee schedule upon for the County’s consideration. In the event that an Agreement satisfactory to the
County cannot be reached, the County may enter into negotiations with one or more of the remaining
firms. The successful firm shall commence work only after execution of an acceptable agreement and
approval of insurance certificates. The successful firm(s) will perform all services indicated in the
response in compliance with the negotiated Agreement. All submitted responses will be subject to the
North Carolina open records laws.
7. EQUAL OPPORTUNITY RIGHTS
Lee County, NC Government does not discriminate in any of its projects and activities. The Consultant
awarded the contract for work will be required to assure that no person shall be denied employment or fair
treatment, or in any way discriminated against, on the basis of race, sex, religion, age, national origin, or
disability.
8. LEE COUNTY GOVERNMENT RIGHTS
Lee County reserves the right to reject all or portions of any or all responses, to waive irregularities and
technicalities, to re-advertise, or to proceed to provide the services otherwise, in the best interest of the
County. The County may, at its sole discretion, modify or amend any and all provisions herein. The
County will not pay for any information herein requested, nor is it liable for any costs incurred by the
participating firm.
Lee County Government reserves the right to extend the Request for Proposal submittal deadline if
needed. All changes and/or clarifications will be distributed to all firms indicating interest in the form of
addendums. A list of firms and others who have been issued Request for Proposal documents will be
made available upon request.
9. INSURANCE REQUIREMENTS
Prior to the commencement of performance, the successful firm / joint venture shall furnish to Lee
County a certificate of insurance for workers' compensation and professional liability, (errors and
omissions) with limits of not less than $2,000,000.
