Project Description: Bids for the construction of the Project will be received electronically via the PennBid Program by the Centre County Recycling and Refuse Authority until 1:00 pm local time, Wednesday, February 18, 2026. After bid opening, a public notice will be issued via PennBid containing any available bid results. It should be noted that bid results are subject to further review and should not be construed as issuance of an award.
The Project includes the following Work:
This project includes, but is not limited to, the furnishing and installing approximately 1,240 square yards of full depth pavement repairs, approximately 1,350 square yards of mill and overlay, one inlet top replacement, and an allowance of 200 square yards of mill and overlay reconstruction patchwork. As an alternate, the project also includes full depth pavement repairs for all mill and overlay areas and 600 square yards of full-depth pavement repairs on the main haul road.

Pre-bid Conference
A mandatory pre-bid conference and site walk for the Project will be held at 11:00 am local time on Thursday, February 5, 2026 at 253 Transfer Road, Bellefonte, Pennsylvania 16823. Attendees shall assemble at the project site. Bids will not be accepted from bidders who do not attend the mandatory pre-bid conference.
Instructions to Bidders
For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders included in the Bidding Documents.
Attention is called to the fact that prevailing minimum wage rates as determined by the Secretary of the Department of Labor and Industry must be paid by the Contractors on this project. Employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder must meet the requirements of the Public Works Employment Verification Act, Act 127 of 2012.
Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be made in the United States.
The Centre County Recycling and Refuse Authority hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, to waive any informalities or technicalities, and to act in its own best interest.
Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
