Description

The Facilities Management Office (FAC) at the U.S. Embassy, London requires a contractor to procure services to modify an existing inhibit scheme which is provided for by United Kingdom Power Network (UKPN). The contractor will engage UKPN to modify an existing inhibit at UKPN site Montford Place primary substation, such that it will continue to send the (inhibit) trip signal to the US Embassy’s generators when the auto switching operates and will additionally send the same trip signal when both feeder Circuit Breaker’s 45 and or 46 are open.



The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.



Quotations are due by April 22, 2025, at 5:00pm local time. No quotations will be accepted after this time. Quotations must be in English and incomplete quotations will not be accepted.



Questions will be due by April 9, 2024, at 5:00pm. Answers to these questions will be returned by April 15, 2025, at 5:00pm local time.



Your quotation must be submitted electronically to procurement_box4@state.gov in either MS-Word or Adobe Acrobat (pdf) file format.



Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.



System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

Agencies will not consider or use these representations. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
