Separate sealed bids for the Highway 84 Bridge Widening, to serve the Pemiscot County Commission will be
received by the County Clerk at the Pemiscot County Courthouse, until 9:00AM, on February 18, 2026 and then
at said office publicly opened and read aloud. The address of the County Clerk’s Office is listed above and
located at 610 Ward Avenue, Suite 2A, Caruthersville, MO 63830.
The project shall consist of:
Remove existing bridge J0291 on state Highway 84 and replace with a 175’ long TrippleTriple Barrel
Concrete Culvert (12’ wide x 9’ tall openings).

The DBE (Disadvantaged Business Enterprise) contract goals for the amount of work to be awarded for the Hwy
84 Bridge A9445, is 0% of the total project price. The bidder shall also complete the DBE Identification
Submittal forms in accordance with the General Provisions. Missouri Law, 292.675 RSMO, requires any
awarded contractor and its subcontractor(s) to provide a ten-hour Occupational Safety and Health
Administration (OSHA) Construction Safety Program for their on-site employees.
The Owner must award the project to the lowest responsive, responsible bidder, however the owner may reject
all bids. All bidders are required to use the pre-qualification process outlined by MoDOT. See the Missouri
Standard Specifications for Highway Construction, Section 102 for additional information. Each Bidder must
deposit with his bid, security in the amount, form, and subject to the conditions provided in the Information for
Bidders. No Bidder may withdraw his bid within 60 days after the actual date of the bid opening.
The Pemiscot County Commission hereby notifies all bidders that it will affirmatively ensure that in any
contract entered into pursuant to this advertisement, businesses owned and controlled by socially and
economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this
invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry,
or national origin in consideration for an award.
