This is a Sources Sought only. The purpose of this Sources Sought Notice is to assist in our decision-making process for a service procurement. This is not a solicitation, nor a request for quotes or proposals. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions.
The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this Sources Sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach.
The Department of Veterans Affairs, Network Contracting Office (NCO) 21, is conducting market research to identify potential vendors determine if there are any vendors, regardless of business size, that can provide the general requirements below.
GENERAL REQUIREMENTS
The Department of Veteran Affairs Pacific Health Care System (VAPIHCS) through the Health Care for Homeless Veterans (HCHV) Emergency Contract Housing program provides care, treatment and rehabilitative services to homeless Veterans in the Pacific Region. The services provided to eligible homeless Veterans include outreach, case management and housing services. It is the purpose of this program to provide these Veterans a safe residential setting for a temporary period while addressing their immediate needs by accessing appropriate resources and supports with the goal to obtain permanent housing and end their homelessness.

Period of Performance: The intended period of performance will be for 5 years, which may begin around October 1, 2025.

Before responding please carefully read and consider the following:
As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, Services (except construction), [the Contractor agrees] it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded.
