INTRODUCTION:
The City of Covington is soliciting sealed proposals from qualified contractors to provide Cured-in-Place
Pipe (CIPP) rehabilitation services for the City’s stormwater drainage system on an on-call basis. This
contract will be used to address both currently identified locations requiring stormwater pipe rehabilitation
as well as additional sites that may be discovered through ongoing inspections or emergent needs.
The intent of this Request for Proposal (RFP) is to establish a one-time contract with a qualified contractor
who can perform CIPP lining, cleaning, CCTV inspections, and all associated rehabilitation activities on
an as-needed basis until all allocated funds have been expended. Work under this contract shall include
stormwater pipes of various sizes, materials, and conditions throughout the City.
The work includes, but is not limited to:
• Cleaning stormwater pipes using jet/vac equipment
• CCTV inspection and documentation
• CIPP lining of storm drain pipes of various sizes, materials, and conditions
• All preparation, installation, curing, testing, and restoration necessary for a complete and functional
system
This Request for Proposals (RFP) outlines the scope of work, submission requirements, evaluation criteria,
and general contract terms. Contractors are encouraged to review all documents thoroughly and submit a
complete, responsive proposal.
SCOPE OF WORK:
The selected contractor shall furnish all labor, equipment, materials, tools, traffic control, and incidentals
necessary to perform the following services:
1. Cleaning & Pre-Inspection
Clean designated stormwater pipes using jet/vac or equivalent equipment
Remove debris, sediment, roots, and obstructions prior to lining
Conduct pre-installation CCTV inspection and provide video and reports to the City for
review
2. CIPP Lining Installation
Provide a Wall Thickness Design and Hydraulic Capacity Calculations by a Professional
Engineer registered in the State of Georgia
Provide submittals for CIPP materials including liners to ensure structural integrity and
flow capacity

Provide all materials, resin systems, and equipment necessary for CIPP installation
Install erosion control measures as necessary at the City’s discretion
Install, cure, and finish liners according to industry standards and manufacturer
specifications
Provide all bypass pumping (if required)
Connect laterals, mains, and inlets as necessary
3. Post-Installation Requirements
Conduct post-lining CCTV inspection to verify installation quality
Provide final video files, reports, and inspection summaries
Restore disturbed areas (surface, landscape, pavement, etc.) to original or better condition
4. Point Repair and Structure Rehabilitation
Excavate stormwater piping in disrepair or damaged state
Replace stormwater piping of same size and with City approved material
Repair structures based on condition and/or connection of stormwater piping
Replace asphalt, concrete, curb and gutter, and other ancillaries for a complete repair
5. General Requirements
Coordinate all work with the City’s Engineering Department
Provide traffic control and public safety measures in accordance with MUTCD
Perform site restoration as needed upon completion of work
Maintain project documentation and submit daily activity logs upon request
Provide Performance and Payment Bonds for the work performed
Provide Professional and General Liability Insurance for the work performed
ACKNOWLEDGEMENT OF RFP:
Each potential bidder should acknowledge receipt, and their intention to bid with an email no later than
5:00 p.m., January 30th, 2026 that it has received the RFP. Identify and provide full contact information
for the respondent’s primary point of contact for any future documents, notices, and addenda associated
with this RFP.
PRE-BID MEETING:
A pre-bid meeting will be held at 9:00 a.m. local time on Tuesday January 27th, 2026, at the City of
Covington in their office located at 2194 Emory Street N.W. Covington, GA 30014. Representatives of
the City will be available to discuss the project. Attendance at the pre-bid meeting is highly encouraged
but is not mandatory. The City will transmit to all Respondents such addenda as City considers necessary
in response to questions and discussion arising at the conference. Oral statements may not be relied upon
and will not be binding or legally effective.

COMMUNICATIONS:
The Owner Contact will act as the sole point of contact for this RFP and will administer the RFP process.
All communications should be submitted in writing via email, and specifically reference CIPP Stormwater
Pipe Lining Contract Bid No. 2026-01 in the subject line. This RFP is subject to revision after the date of
issuance via written Addenda. Any such addenda will be distributed directly to known Respondents via
email and posted on the City’s website. All questions and responses will be shared by Addenda in
accordance with the dates and times specified in the RFP.

Please note that verbal communications with the City’s Contact or other individuals are not binding. With
the exception of the City’s Contact or specified delegates, no contact with City staff, City administration,
or any public official concerning the RFP during the procurement process is allowed. Violation of this
provision may result in disqualification of Respondent.

Submittals may be made either in person at City of Covington City Hall, or by UPS or Fedex only, at the
address listed above. Each respondent assumes full responsibility for the timely delivery of its proposal
at the required location Any proposal received after the submittal deadline will be deemed non-
responsive and returned unopened. The delivered package containing the proposal documents must note
Request for Proposal (RFP) for CIPP Stormwater Pipe Lining Contract Bid No. 2026-01” on the
envelope.
The submittal packet must include all of the following items:
1. Georgia Business License
2. Evidence of insurance certificate as outlined in this RFP
3. Non-collusion Affidavit (Appendix F)
4. Certification of Non-segregated Facilities (Appendix F)
5. Contractor’s Certification Statement (Appendix F)
6. Contractor Affidavit E-Verify (Appendix F)
7. Bid Form (Appendix A)
The City reserves the right to deem any proposal lacking any part of the required documentation as non-
responsive, and to reject it without further consideration.
EVALUATION CRITERIA & SCORING
Proposals will be evaluated according to the criteria below. The City reserves the right to request
additional information, conduct interviews, or negotiate scope and pricing if deemed necessary.
1. Relevant Experience 30 Points
Evaluation will consider:
Demonstrated experience with CIPP lining and trenchless rehabilitation on stormwater system
projects
Past performance on municipal or public works stormwater contracts
