This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Army Contracting Command-Redstone is soliciting a quote. In order for a quote to be accepted, the vendor must provide historical pricing data such as copies of previous invoices or purchase orders to support fair and reasonable pricing. Combined Synopsis/Solicitation Number W31P4Q-25-Q-0013 is to be a Sole-Source procurement to Orbits Lightwave Inc. of Pasadena, California; in accordance with FAR 13.106-1(b) for soliciting from a single source in that the circumstances of the contract action make only one source reasonably available. The corresponding NAICS code for this procurement is 334413. The US Army Contracting Command-Redstone is soliciting a quote from Orbits Lightwave Inc., for the purchase of the following item:
The contractor shall provide the following items as specified in the table below:

Additionally, this equipment must meet or exceed the following threshold (T) or objective (O) requirements:
• Continuous wave operation at nominal emission wavelength 1550.12 nm;
• Oscillator-only configuration without further optical amplification; • Average power exceeding 180 mW (T) or 250 mW (O);
• Instantaneous Lorentzian linewidth less than 20 Hz (T) or 10 Hz (O);
• 1/f linewidth less than 2 kHz (T) or 1 kHz (O) when measured over 1 ms;
• Single mode signal-to-noise ratio exceeding 85 dB (T) or 90 dB (O) when measured over 0.05 nm spectral resolution bandwidth;
• Relative intensity noise no larger than -175 dBc/Hz (T) or less than -175 dBc/Hz (O) at all frequencies between 500 MHz and 40 GHz;
• Frequency modulation noise less than 1 Hz2/Hz (T) or less than 0.01 Hz2/Hz (O) when measured at 2 GHz;
• Side mode suppression ratio exceeding 80 dBc (T) or 85 dBc (O);
• Electrical power consumption no more than 40 W (T) or less than 40 W (O); and
• Volume (including all electronics) no larger than 500 cm3 (T) or less than 450 cm3 (O).
Travel is not required in the performance of this contract.

In the event more than one quote is received, the following factors shall be used to evaluate offers: technical capability of the items offered to meet the Government requirement, price, and delivery. All items shall include shipping costs FOB Destination to Redstone Arsenal, AL. Payment will be made via Wide Area Workflow. Responses are due no later than 3:00 PM (CST), 30 June, 2025.
