Description

  1. BACKGROUND:





The QRJ ARSR (Air Route Surveillance Radar) located in Jedburg, South Carolina was commissioned in 1971. The QRJ ARSR is a mission critical facility supporting air traffic control operations. Currently, predatory birds are perching, causing damage, and impacting communication operations (see attached photos). To maintain critical operations and support to air traffic control, a cleaning and installation of bird mitigation measures is required.





GENERAL CONDITIONS:






  1. Contractor is responsible for any Federal, State or Local permits required for the work. Submit all necessary information including manufacturers’ materials specifications, contractor’s safety plan, and schedule to the FAA prior to and during proposed execution of this work scope.

  2. Contractor shall provide project schedule outlining all phases and sub-phases of the work and their impact on the facility. All work will need to be scheduled and performed in such a manner as to minimize the impact to the facility. Work hours and days affecting access/escort shall be coordinated with local FAA facilities personnel.

  3. Contractor shall provide general construction services, including proper tools, equipment, site superintendent, dumpster/disposal services, barriers/barricades, protection of work and property, general product and equipment submittals, construction cleaning and closeout procedures, interim life safety measures for facilities under construction, and general requirements for work.

  4. Contractor shall maintain a clean site and remove temporary equipment from site if obstructing/disrupting operations. This includes immediate containment and/or removal of any debris that may become washed out, wind borne, or potential site hazard of any kind.

  5. Contractor shall repair any damages caused by work performed at no additional cost to the government and further covered by minimum locally required liability insurance.





SCOPE:





The scope of work includes the following:




  1. Pressure wash QRJ ARSR catwalk and platform including handrails. Wash and rise areas below tower to ensure waste is removed.

  2. Provide and install approximately 10,000 square feet of new bird netting deterrent at platform level of QRJ ARSR as indicated on attached photos.

  3. Provide and install two (2) laser bird deterrent systems to prevent birds from perching on existing communication towers.

  4. Provide and install approximately four hundred (400) linear feet of bird shock track at QRJ ARSR catwalk level to prevent birds from perching on catwalk hand railing as indicated on attached photos.

  5. Provide and install two (2) solar charges for new bird shock track system.

  6. Coordinate location of all bird mitigation measures include in the statement of work with local FAA facility personnel prior to installation.





FAA RESPONSIBILITIES:





The following FAA Responsibilities applicable to this Statement of Work include:






  1. Access –Site access must be coordinated with FAA facility personnel a minimum of 48 hours in-advance. FAA will provide escort services once site access has been properly coordinated.

  2. Supervision – FAA will provide facilities representative oversight for onsite contracted activities.
