The City of Pasco, Washington, (City) Department of Public Works is soliciting a Statement of Qualifications (SOQ) from qualified Consultants registered in the State of Washington to perform civil engineering services and Project management services for Road 40 E Extension project.

The Road 40 E Extension Project will extend Road 40 E north of “A” Street to its connection with E Lewis Place. The design phase is expected to commence promptly in January 2026. At this time, no Right-of-Way (ROW) acquisition is anticipated; however, coordination with adjacent property owners will be required. Construction is expected to begin no later than Spring 2027.

The selected Consultant will serve as an extension of senior City engineering staff and therefore must be fully familiar with City specifications, procedures, and administrative processes. Responsibilities will include comprehensive project management support, such as maintaining project documentation consistent with State law and City standards; tracking schedule and budget; coordinating internally with Engineering, Finance, and other departments; engaging with external stakeholders; providing regular status updates to the Public Works Director (PWD) and/or City Manager’s Office (CMO); and preparing City Council agenda materials and presentations. As the Project Manager, the Consultant will also be responsible for leading the public bidding process, conducting bid reviews, preparing recommendations for award, addressing bid protests, and overseeing construction administration, including change management and project closeout.

In addition, the Consultant will act as the Engineer of Record and will be responsible for issuing a complete and compliant bid package. Engineering services may include topographic surveying; preparation of plans, specifications, and estimates (PS&E); public outreach; ROW acquisition and certification services, if required; preparation and processing of all environmental documentation necessary for full regulatory compliance; bid review; and construction administration support, including submittal review.

The complete RFQ may be obtained at no charge via the City website – http://www.pasco-wa.gov/Bids.aspx . It is the sole responsibility of the Consultant to obtain any RFQ updates or addenda from the City website.

1 INFORMATION AND INSTRUCTIONS
1.1 INVITATION TO PROPOSE
The City of Pasco, Washington, (City) Department of Public Works is soliciting a Statement of Qualifications
(SOQ) from qualified Consultants registered in the State of Washington to perform civil engineering services and
Project management services for Road 40 E Extension project.

1.2 INTENT OF THE CITY
The purpose of this RFQ is to provide sufficient information for qualified Consultants to prepare a single written
Statement of Qualifications (SOQ). Each SOQ shall clearly demonstrate the Consultant’s recent and relevant
experience in municipal engineering, including roadway design and environmental permitting. Because the selected
Consultant will serve as the Engineer of Record and function as a senior-level extension of City staff, it must be
thoroughly familiar with City specifications, standards, and internal processes, as well as applicable Washington
State Department of Transportation (WSDOT) & Federl Highway Administration (FHWA) requirements. Experience
delivering projects in complex urban environments—particularly those involving active business districts and
pedestrian activity—is strongly preferred. Additional preference will be given to firms with recent experience serving
as City Engineer or fulfilling comparable roles for public agencies.
The City seeks a Consultant capable of providing comprehensive project management and engineering services
consistent with those performed by senior in-house engineering staff. Responsibilities may include, but are not
limited to: preparation of plans, specifications, and estimates (PS&E); leading public outreach; coordinating right-
of-way (ROW) acquisition and certification; preparing and processing all environmental documentation needed to
achieve compliance; and providing bid-phase and construction administration support. The Consultant will be
expected to independently lead these City-controlled processes while representing the City in technical,
administrative, and interagency coordination matters.
The selected Consultant will work closely with the Public Works Capital Improvements Program (CIP) Engineering
Division as an integrated member of the project team. The City anticipates completion of the Preliminary
Engineering (PE) and ROW phases, including all documentation, no later than September 1, 2026. An accelerated
schedule will be considered during project scope and fee negotiations.
This RFQ is not a contractual offer, nor is it a commitment to purchase services. Contents of this RFQ and the
Consultant’s submittal will be used as the basis to determine final contractual obligations. It is understood that this
RFQ and the successful Consultant’s submittal may be attached or included by reference, in part or in whole, to
any agreement regarding the services included in this RFQ between the City and said Consultant.
1.3 QUESTIONS
Any explanation desired by a submitting Consultant regarding the meaning or interpretation of the RFQ, or any part
thereof, must be submitted in writing (via email) and directed to both City Representatives listed in Section 1.10, no
less than three (3) working days prior to the time that submittals are due.
Any interpretation made will be in the form of an addendum to the RFQ, issued by the City and will be posted to the
City Website – http://www.pascowa.gov/Bids.aspx. It is the sole responsibility of the Consultant to obtain any RFQ
updates or addenda. Please include “#22417 – ROAD 40 E EXTENSION RFQ” in the subject line for all emails
and correspondence related to this project.
1.4 SUBMISSION PROCEDURES
For consideration, Consultants shall submit an electronic copy of their SOQ. Failure to provide the submittal in the
appropriate manner will result in disqualification. Hard-copy or fax submittals are not permitted and will not be
accepted. One electronic copy, including attachments, shall be transmitted to Dustin Wittman at wittmand@pasco-
wa.gov. Receipt time of submittal will be considered the time-stamp of the incoming email created automatically by
the City’s email server. Consultants are encouraged to submit the SOQ’s with adequate time for the email to be
processed by the City’s email server, with a maximum size of 20mb.
