The purpose of this solicitation is to contract for Environmental Sampling, Oversight , and Monitoring services on an as needed basis by the City of Seattle (the City) . The services are anticipated to be used primarily by Seattle Parks and Recreation (SPR) and S eattle P ublic U tilities (SPU) . Other City Departments may utilize the resulting contracts at their option for the same services; however, the City does not guarantee use of this contract by other City Departments. Vendors may bid on one, multiple or all of the following categories:
The City of Seattle has an increasing demand for technical support to conduct environmental sampling, monitoring, and oversight for small and large projects, ongoing site remediation, permit compliance and on-call environmental field discoveries.
To meet the City’s environmental monitoring needs, the contracted vendors must provide highly accurate performance for data collection, analysis, and reporting that meet the general industry practice.
The City currently has several contracts for some of the services in this Invitation to Bid (ITB), but none cover the full range listed to support City projects. The average annual spend on the Facility Environmental Survey & Assessment Services pool of contracts in the last four years has been $265,000 per year, excluding expenditures for services covered by other partially related City contracts. In effect, this is a new ITB for an expanded list of Environmental Sampling, Oversight and Monitoring Services, and bidders are encouraged to review the full suite of services requested in this ITB. .
The vendors must meet any reporting criteria set by the Washington State Department of Ecology (Ecology) and any other State or Federal agencies where applicable. The vendors must be able to perform the scope of work for each service category for which a bid is submitted and be able to follow the project(s) specific scopes of work provided by and agreed upon with the Project Manager(s).
