Description

The solicitation is for an Indefinite Delivery Indefinite Quantity (IDIQ) Enterprise Construction Management Support Multiple Award Contract (ECMS MAC) to provide enterprise-wide construction management support services to the Naval Facilities Engineering Systems Command (NAVFAC) Enterprise including all regional Facilities Engineering Commands (FECs), Echelon III Component Commands of NAVFAC Atlantic and NAVFAC Pacific, and their subordinate commands. The primary goal is to provide professional and technical services to ensure that construction, restoration, and modernization projects are completed on schedule, within budget, and to the highest standards of quality and safety. Projects/programs to be supported include major programs like the Shipyard Infrastructure Optimization Program (SIOP), Golden Dome for America, Pacific Deterrence Initiative (PDI) where project values can vary from $10M to $10B. This is a non-personal services, performance-based contract. The Contractor is fully responsible for supervising staff to deliver the specific, measurable reports, analyses, and advisory outputs required by the PWS without direct Government supervision.



This IDIQ is estimated to be in support of projects valuing ranging from $10M to $10B. The North American Industry Classification System (NAICS) Code is 541330 and the annual applicable size standard is $25.5 million. The contract period of performance is anticipated to consist of a 12-month base period and four (4) potential 12-month option periods and a six (6)-month extension of services period, for a total maximum duration of 66 months.



This will be a best value tradeoff procurement. The Government intends to evaluate proposals and award a contract without negotiations with Offerors (except clarifications as described in FAR 15.203). Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a price and technical standpoint and shall conform to the solicitation requirements.



A MAC is a contract awarded from a single solicitation and may result in award to multiple contractors. This procurement consists of one solicitation with the intent to award Indefinite Delivery Indefinite Quantity (IDIQ) contracts to the Offeror(s) whose proposal(s), conforming to the RFP, will be most advantageous to the Government resulting in the best value, price and non-price factors considered. Successful Offerors will compete for future work (task orders) during the term of the contract. The Government intends to award the contract as an IDIQ MAC with the capability to issue Firm-Fixed-Price (FFP) task orders. The Government reserves the right to award contracts to as many qualified sources as necessary to achieve the most advantageous outcome in the best interest of the Government. However, the Government reserves the right to make a single award or no award at all.



The Performance Work Statement (PWS) construction management services requirements include Construction Site Visits and Inspections; Construction Administration and Access Coordination; Quality Assurance Support; Safety Program Audit; Stakeholder Communication and Coordination; Request for Information (RFI) Review; Submittal Review; Schedule Review and Analysis; Cost Engineering and Change Management; Management of Performance Guarantees and Liquidated Damages; Commissioning and Acceptance; Program Management Support; Procurement and Contract Administration Services; Enterprise Program Management Coordination; Utility Outage Coordination and Support; Construction Project Risk Analysis. The following evaluation factors will be used to evaluate the technical proposals:

FACTOR 4: SMALL BUSINESS UTILIZATION



FACTOR 5: MANAGEMENT/TECHNICAL APPROACH



For Factor 1 Past Performance and Factor 2 Experience, portfolios must substantiate a minimum of $200 million in annual work-in-place, demonstrating the capacity to manage multiple concurrent projects at identified locations, within the seven (7) years from the issuance date of this solicitation.



Portfolios submitted as evidence of experience must consist of a cohesive collection of stand-alone contracts or individual task orders managed under a unified oversight framework. For example, a basic IDIQ (indefinite delivery, indefinite quantity) contract is not sufficient evidence on its own, the specific task orders awarded and managed under that IDIQ constitutes a portfolio. Portfolio value is defined as the total collective value of all contracts or task orders provided within the portfolio. Offerors must demonstrate experience as the PRIME on construction management services contracts (the experience of a JV partner will be considered as prime contractor experience), work performed as a subcontractor will not be evaluated.

The solicitation will be available after 15 days of this posting. Proposals received from all responsible sources will be considered. The RFP will be posted on the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, https://cac.piee.eb.mil/sol/xhtml/auth/index.xhtml and can be downloaded free of charge. All prospective Offerors are encouraged to register for the solicitation when downloading from PIEE. Amendments and Notices will be posted on PIEE for downloading. This will be the normal method of distributing amendments; therefore, it is the Offeror’s responsibility to check the website daily for any amendments and other information pertaining to this solicitation.
