Pre-Employment Background Investigation Services
Project Description: The City University of New York (CUNY) Office of Human Resources Management seeks a qualified contractor to provide pre-employment background investigation services as outlined in the attached IFB UCO-1009 solicitation document. The selected contractor will conduct and furnish background investigation reports for prospective employees across a variety of position types and employment levels throughout the University system.

This opportunity is limited to vendors certified by the NYS Office of General Services (OGS) as Service-Disabled Veteran-Owned Businesses as an SDVOB set-aside procurement under the terms of NYS Executive Law, Article 17-B.

Interested bidders are encouraged to review in detail the attached solicitation document and submit a bid in accordance with the submission requirements as detailed within.

The Procurement Lobbying Act (PLA) Applies to this Solicitation. The restricted period began with the publication of this ad.

Compliance Procurement Lobbying Act

Required Forms: Vendor shall complete, sign and submit the following forms if they are selected:

  1. “Offerer’s Affirmation of Understanding of and Agreement pursuant to State Finance Law §139-j(3) and §139-j(6)(b)”
  2. “Offerer’s Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law §139-j and§139-k”.

Under the requirements to the PLA, all communications regarding advertised projects are to be channeled through the Designated Contact. Communication with respect to this procurement initiated by or on behalf of an interested vendor through others than the Designated Contact may constitute an “impermissible contact” under NYS law and could result in disqualification of that vendor.
