FEMA Region 10 has a requirement for Water Treatment and Maintenance at the Federal Regional Center. This is a combined synopsis/solicitation for services as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation WILL NOT be issued. The solicitation number is 70FBR026Q00000022. This is a combined sysopsis solicitation as per FAR 2025-06. Please note that any solicitation package materials, documents, drawings, specifications, and/or attachments to the anticipated solicitation will be available only electronically and via the government point of entry found at SAM.gov. Hard copy documents will not be supplied by the government to any interested parties as a result of this solicitation. Vendors submitting quotes to this requirement must be actively registered in the System for Award Management (SAM) to participate; quotes received from vendors that are not currently registered will be rejected. Quotes must be submitted by the required deadline to the point of Contact listed via email. Onsite visit required prior to award and to take place on June 29, 2026 at 9am PST. Arrangements must be made to attend site visit 24 hours in advance with Richard Albidress at Richard. Albidress@fema.dhs.gov. Reference attached Statement of Objective. For those unable to make the June 29 site visit, an additional site visit may be made upon request.
The Government will evaluate Offeror’s proposal submissions based on Best Value and the following evaluation factors, listed in descending order of importance:
• Factor 1 – Technical Approach/Capability and Prior Relevant Experience
• Factor 2 – Management Approach including Capability of Proposed Key Personnel
• Factor 3 – Past Performance
• Factor 4 – Price
When combined technical factors 1-3 are equal in weight to price.
