Project Scope

The work includes:

  • Removal of existing sidewalk and curb areas

  • Installation of approximately 30 new ADA-compliant concrete curb ramps with detectable warning surfaces

  • Associated site clearing, traffic control, pavement and lawn restoration

  • Work will occur at various intersections in Loyalsock Township

Bidding Process

Bids may be submitted:

Submission Requirements:

  • One (1) original and two (2) copies

  • Fully completed Non-Collusion Affidavit

  • Certified check, bank treasurer’s check, cashier’s check, or bid bond for 10% of bid amount

  • Performance Bond and Payment Bond (100% of contract price) required upon award

  • Date: Thursday, June 12, 2025

  • Time: 10:00 AM

  • Location: Loyalsock Township Municipal Building

  • Attendance: Recommended but not mandatory

  • Site is open for inspection at any time

Bid Document Access
  • Review the Conformed Project Manual via:

  • Purchase: Paper copies available for $180 per set (+ $60 shipping, if applicable)

Note: Bids accepted only from:

  • Bidders who obtained Conformed Project Manual from Bassett Engineering, or

  • Bidders submitting via PennBid

Experience Requirements
  • PennDOT prequalification not required

  • Bidders must demonstrate prior appropriate experience if requested

Federal Compliance RequirementsEqual Employment & Labor Participation
  • Comply with Executive Order 11246

    • 6.9% goal for female participation

    • 1% goal for minority participation (on-site construction)

MBE/WBE & Section 3
  • MBE goal: 5%

  • WBE goal: 3%

  • For HUD/CDBG projects > $200,000:

    • 25% of labor hours must be by Section 3 workers

    • 5% of labor hours by Targeted Section 3 workers

Documentation Required:
  • Evidence of outreach to MBE/WBE and Section 3 businesses

  • Certification under the Buy America, Build America Act (BABA)

Davis-Bacon and Related Acts apply.

Contract Award & Review
  • Bids may be held for up to 60 days for evaluation and bidder qualification

  • Loyalsock Township reserves the right to:

    • Reject any or all bids

    • Waive irregularities

    • Negotiate contract amounts
