PRESOLICITATION NOTICE:
Contractor shall provide for and furnish all labor, materials, equipment, and qualified supervision for phase 2, 3, & 4 of construction renovations of the SPS Department area subject but not limited to AHU replacement, demolition, air system installation, duct work modifications, and electrical and power revisions at Jesse Brown VA Medical Center (JBVAMC) in accordance with the Construction Documents.

Time for completion is 371 calendar days after receipt of a Notice to Proceed issued by the Contracting Officer.

The project magnitude range is between $2,000,000.00 and $5,000,000.00.

The North American Industry Classification Code (NAICS) for this procurement is 238220 Plumbing, Heating, and Air-Conditioning Contractors, Size Standard: $19.0 million.

Pursuant to Public Law 109-461, this solicitation is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the contracting officer that it is a:

(1) SDVOSB eligible vendor IAW VAAR Subpart 819.70; https://www.va.gov/oal/library/vaar/vaar819.asp#8197001
(2) Small business concern under the North American Industry Classification System (NAICS) code assigned to the acquisition; and
(3) Certified SDVOSB listed in the SBA certification database at https://veterans.certify.sba.gov/ (see 13 CFR 128).

No other sources will be considered. All interested parties shall have a current registration and current annual On-line Representation and Certifications Application (ORCA) in the System Award Management (SAM) database https://www.sam.gov prior to award. If you are not registered with SAM you may register online at https://www.sam.gov.

The solicitation (including any/all specifications and drawings) is scheduled be posted to Contract Opportunities found at https://SAM.gov on or about September 30, 2024. The bid opening is scheduled for on or about November 22, 2024. A pre-bid conference/site walk-through will be conducted for this project and the time and date will be announced in the solicitation. All prospective bidders are strongly encouraged to attend.
