Description

This is a notification of an award of a sole source procurement under NAICS code 511210: Software Publishers: This industry comprises establishments primarily engaged in computer software publishing or publishing and reproduction. Establishments in this industry carry out operations necessary for producing and distributing computer software, such as designing, providing documentation, assisting in installation, and providing support services to software purchasers. These establishments may design, develop, and publish, or publish only. These establishments may publish and distribute software remotely through subscriptions and downloads. This will be awarded to Payton Merger for service and support of Automated Pharmacy Refill Services under the Phoenix Area Office: Elko Southern Bands, Fort Yuma, Hopi Health Care Center, Phoenix Indian Medical Center, Colorado River Service Unit in support at Parker Indian Hospital and Peach Springs and Whiteriver Service Unit.



This will be for Indian Health Services for one (1) year period under the authority of FAR 8.405-6(a)(1)(i) (A) Unusual and compelling urgency order to ensure continuity of services at seven (7) Phoenix Area locations: Elko Southern Bands, Fort Yuma, Hopi Health Care Center, Phoenix Indian Medical Center, Colorado River Service Unit for Parker and Peach Springs and Whiteriver Service Unit. This system not only directly impacts patient care, it also streamlines the workflow processes and revenue cycle. The risk/impact of this project not being completed on time would affect patients from obtaining their medication refills in a timely manner, patients would not receive their medical appointment reminders, drug recalls and wellness messages would not be delivered. The risk/impact on workflow processes would not allow personnel to be directly involved with patient care and would be a barrier for patients to access their care as well as decrease customer satisfaction which would impact the agency's revenue cycle.



If you can provide the services requested, all responsible sources may submit a capability statement, which shall be considered by the Agency and may be e-mailed to Michele.Lodge@ihs.gov referencing notice number PHX-SS-25-024 by 10AM, 14 October 2025. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
