Proposal to Serve Kennedy Place Rural Workforce Housing Initiative

Sealed Bids for the construction of the Proposed Improvements to serve Kennedy Place Rural Workforce Housing Initiative will be received, by City of Cairo, at 119 North Broad St, Cairo GA 39828, until 11:00 AM, Thursday, February 19, 2026, local time, at which time the Bids received will be publicly opened and read. No bid may be withdrawn after the closing time for receipt of bids for a period of sixty (60) days. Any Contractor submitting a bid must be a pre-qualified Georgia Department of Transportation Contractor. All utility work must be performed by a licensed Utility Contractor in the State of Georgia. License numbers must be written on the face of the bid envelope. No bid will be opened unless the license number is clearly shown. See Instructions to Bidders for additional bidding requirements. In order for a Bid to be considered, it is mandatory that the Bidder¿s Affidavit of Compliance with O.C.G.A. §13-10-91 be completed and submitted with the Bid. A pre-bid conference will be held at 11:00 AM local time on Thursday, February 5, 2026, at City Hall, 119 North Broad St, Cairo GA 39828. Attendance at the pre-bid conference is mandatory. Copies of Bidding Documents for bidding purposes can be obtained from Watkins & Associates, L.L.C., 1606 Whiddon Mill Road, Tifton, Georgia 31793, Phone: (229) 388-8823, (Office of the Engineer) upon payment of $300.00 for each set (non-refundable). Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. Owner reserves the right to waive informalities and to re-advertise.
