CENTRIFUGE-BASED SOLIDS FACILITY DESIGN PROJECT
GENERAL NOTICE
The City of Spring Hill (Owner) is requesting Bids for the construction of the following Project:
CENTRIFUGE-BASED SOLIDS FACILITY DESIGN PROJECT
WW-PDC-1
Bids for the construction of the Project will be received at the City of Spring Hill City Hall located at 199
Town Center Parkway, Spring Hill, Tennessee 37174, until Tuesday, July 28, 2026, at 2:00 p.m. local
time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
The Project consists of the construction of a new two-story centrifuge dewatering facility and associated
site and plant improvements at the Spring Hill Wastewater Treatment Plant. The new building will provide
enhanced solids handling and operational efficiency at the facility.
The lower level of the new building will include dual truck bays for solids loadout, a dedicated chemical feed
area, and an electrical room. The upper level will house multiple dewatering centrifuges, loadout
conveyors, and an operations room for monitoring and control.
In addition to the new building, the Project includes the installation of new pumps within the plant’s
aerobic digesters, construction of a new solids day tank, and new centrifuge feed pumps located in the
existing dewatering building. Modifications to the centrate return pump station will also be constructed to
support the upgraded dewatering process.
Site work will include grading, drainage improvements, and construction of a stormwater retaining pond.
A new standby generator will be provided for reliable backup power. The Project also includes all
required yard piping, site utilities, electrical power distribution, and SCADA
tie-ins to integrate the new facilities with the existing plant systems.
The Work further includes building architectural, structural, mechanical, HVAC, and plumbing
systems, as well as site access improvements, paving, and site restoration. All work shall be
completed in accordance with the Drawings and Specifications prepared for this Project.
Bids are requested for the following Contract: CENTRIFUGE-BASED SOLIDS FACILITY DESIGN
PROJECT - WW-PDC-1.
Owner anticipates that the Project’s total bid price will be approximately $22.6 to 27.3 million. The
Project has an expected duration of 790 calendar days.
OBTAINING THE BIDDING DOCUMENTS
Information and Bidding Documents for the Project can be found by contacting Beth Hussar
(BHussar@carollo.com). All who contact Beth Hussar and identify themselves as interested Bidders will
be added to the notification list with the email addresses they provide. Bidders must identify their
names, contact email address, company role, and company to be placed on the Bidders list. Email
subject shall contain the Project Name and a clear request for the document(s) desired.
All official notifications, addenda, and other Bidding Documents will be offered only through the contact
email provided. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda,
if any, obtained from sources other than through Carollo Engineers.

Prospective Bidders may obtain the Bidding Documents at the Issuing Office by appointment
(Contact Beth Hussar, BHussar@carollo.com) Monday through Friday between the hours of 8 a.m.
and 5 p.m. (central standard time) and may obtain copies of the Bidding Documents from the Issuing
Office as described below. Partial sets of Bidding Documents will not be available from the Issuing
Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents,
including addenda, if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying the
amount indicated on the table below for each set. Make checks for Bidding Documents payable to
Carollo Engineers, Inc.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above.
Documents will not be shipped. Upon Issuing Office’s receipt of payment, printed Bidding Documents
or electronic documents on portable storage device will be provided to the Bidder, or the Bidder’s
agent, in person only. Bidding Documents are available for purchase in the following formats:

PRE-BID CONFERENCE
A mandatory pre-bid conference for the Project will be held on Tuesday, June 23, 2026, 2:00 p.m.
at Spring Hill City Hall, 199 Town Center Parkway, Spring Hill, Tennessee 37174. Bids will not be
accepted from Bidders that do not attend the mandatory pre-bid conference.
