The Naval Surface Warfare Center, Philadelphia Division intends to initiate a Request for Proposal (RFP) to procure a roofing maintenance and repairs IDIQ. Work will include roof inspections, roof surveys, gutter cleanings, repairs, replacement, among others.



The contract ordering period is expected to be 5 years on a Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) single award contract. IAW FAR 36.204, the construction magnitude is "More than $10,000,000."



The solicitation will be 100% Small Business set-aside.



Payment and performance bonding is a requirement for this procurement. Liquidated damages will be applicable to this procurement. FAR Clause 52.228-1 Bid Guarantee will be included.



This acquisition will include a hybrid Best Value Tradeoff Source Selection procedure, with technical proposals, to make an integrated assessment for a best value award decision. This may result in an award to higher rated, higher priced offeror, where the decision is consistent with the evaluation factors and if the Source Selection Authority (SSA) reasonably determines that the superior past performance of a technically acceptable higher priced offeror is worth the price difference.



Detailed evaluation criteria will be included in the RFP package. Initial price proposals must be submitted along with initial technical proposal to the Contracting Officer in accordance with the requirements of the RFP. Offerors are advised that the Government intends to award a contract based on initial proposals received without discussions or any contact concerning the proposal received. Therefore, each proposal should contain the Offerors best terms. The Government reserves the right to hold discussions at its discretion.



The solicitation N6449826R0510 is expected to be issued on or about 15 December 2025 with a closing date on or about 15 January 2026. The official media of distribution for this RFP is at sam.gov via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module (PSM). Contractors may download the solicitation (including any attachments) and any amendments via the PIEE PSM on or after the issue date. It is the Offerors responsibility to monitor SAM.gov and PIEE PSM for any amendments.



Offerors must be properly registered in PIEE PSM and SAM.gov before award as required by FAR 4.1102. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about PIEE PSM is located at https://piee.eb.mil.
